Are you our new Head of Strategy and Leadership? Do you want to shape governance, direction, and future digital capabilities in an organization that dares to change for real? Do you want to work with both heart and mind in a role where strategic thinking meets real impact? We are now looking for a Head of Strategy and Leadership who wants to combine strategic thinking, leadership, and future-driven development.

At the Digitalization Division, we are currently undergoing an exciting transformation journey where we are building new capabilities, developing modern governance forms, and creating a digitalization organization that can meet future demands for speed, innovation, and sustainable transformation. Here, decisions are made close to the operations, ideas are turned into action, and the ambition is clear — we will not just follow the development, we will drive it.

As Head of Strategy and Leadership, you lead the Strategy and Leadership unit, the hub for governance, strategy, governance, and planning within the division. Through engaged, clear, and present leadership, you build strong teams, develop working methods, and create the structure and momentum required to turn ambition into real effect. With a varied daily routine, you will:

  • Lead and develop the Strategy and Leadership unit.
  • Be responsible for the division's strategy, business plan, governance model, and portfolio management.
  • Ensure effective governance models, high quality in decision support, and strategic deliverables.
  • Drive and prioritize division-wide issues, cases, preparation of the division manager's decisions and materials, implementation reviews, and proactively assist the division in necessary matters on behalf of the division manager.
  • Act as a strategic partner to the division manager.
  • Represent the division in cross-functional forums.

Are you the one we are looking for? We are looking for you who like to get things done and thrive in environments where technology, change, and innovation drive development forward. You are an engaged and secure leader who combines drive, initiative, and business focus with a genuine interest in people and teams. You create structure without slowing down pace or creativity, build trust through clear and inspiring communication, and help people grow together. You naturally switch between strategy and hands-on execution and are motivated by driving development forward. To succeed in this role, we believe you are curious, open to change, and proactive – and see leadership as something you build together with your team.

We see that you have:

  • A university education in a relevant field.
  • Experience as a leader in the IT sector.
  • Experience in strategic work, governance, and/or portfolio management.
  • A good understanding of relevant regulations and frameworks (NIS2, EU AI Act, GDPR, ISO/IEC 27001, as well as COBIT, TOGAF, or equivalent).

Experience from transformation environments, municipal, or publicly owned operations is considered meritorious.
