The Procurement Unit is expanding, and we are now seeking a Procurement Officer for goods and services. This is a role for you who want to work with qualified and societally important procurements in a complex and developmental environment where requirements for security, robustness, and quality are high.

Your responsibilities and tasks

As a Procurement Officer with us, you are responsible for planning, leading, and executing qualified procurements for goods and services. When necessary, you must also be able to conduct direct procurements and renewed competitive tendering.

You drive the entire procurement process – from needs analysis to contract follow-up. The work is often done in close collaboration with the operational units and other key functions within the agency.

You work independently in close collaboration with managers and colleagues throughout the agency. The role also includes driving improvement initiatives and development issues within your area of responsibility, as well as contributing to the unit's joint development.

Together with your colleagues, you work to develop, streamline, and ensure the quality of the agency's purchasing process. You also provide support and advice to the operational units on procurement matters.

Your knowledge and competencies

We are looking for someone who has:

  • academic education in law, economics, or another relevant field, or vocational/college education in public procurement, or other education or experience that we consider equivalent
  • at least five years of practical experience as a procurement officer in public procurement, or at least 3 years of experience as a procurement officer in public procurement and other experience in procurement that we consider equivalent.
  • several years of experience in independently driving procurements
  • experience working closely with operational units and translating operational/technical needs into procurement requirements
  • good knowledge of the Public Procurement Act (LOU)
  • very good ability to express yourself verbally and in writing in Swedish and English

It is an advantage if you have experience of:

  • the Act on Procurement in the Defence and Security Sector (LUFS)
  • supplier management and negotiation
  • different types of procurement procedures
  • working with information security in procurement
  • contract follow-up
  • conducting procurements in English
  • procurement tools, e.g., e-Avrop
  • readiness issues
  • construction procurements

About the employment

We offer a permanent full-time position with an initial probationary period.

Location is Karlstad or Stockholm. Business travel is required.

The majority of our positions involve placement in a security classification. Swedish citizenship is usually required. In the event of placement in a security classification, a security clearance with a registry check will be carried out prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to war duties.

About us

The Procurement Unit is a central function at the agency that both supports and directs the entire agency within the purchasing process. The unit's task is to direct, develop, manage, and follow up on the agency's work with procurement and contract management. Furthermore, it includes directing and driving the agency's procurement work and developing and managing associated system support, processes, and routines, as well as methods for following up on contracts and suppliers. The Procurement Unit is divided into teams. The unit is led by the agency's Head of Procurement.
