The Procurement Unit is expanding, and we are now looking for a Procurement Officer.
Your responsibilities and tasks
In the role of Procurement Officer, you will carry out procurement at an operational level in accordance with public procurement legislation. You will handle administration, assist the procurement support team, and in collaboration with the business's purchasers, carry out procurement through direct procurement, renewed competitive tendering, and calls-off from framework agreements.
Other tasks included in the role include, for example, the release of documents, contract extensions, index adjustments, and contract follow-up.
You will be part of a team, but the role also includes being prepared to carry out procurement across the entire authority's operations.
The work involves being able to work independently in close collaboration with managers and employees throughout the authority. You will also have contact with other authorities, organizations, and various suppliers. Together with your colleagues, you will work to develop, streamline, and ensure the quality of the authority's procurement process and shape the procurement function. You will also be given your own areas of responsibility to develop.
Your knowledge and competencies
We are looking for someone who meets at least one of the following requirements:
- Post-secondary education in technology/IT, procurement, economics, or another relevant area and has worked for at least two years in public procurement, or
- At least three years of practical experience in public procurement or other experience that we consider equivalent.
As a Procurement Officer with us, you must also have generally good knowledge of the Public Procurement Act and good ability to express yourself verbally and in writing in Swedish and English.
It is an advantage if you have experience of:
- working with one of the procurement/e-commerce tools available on the market
- contract follow-up
- development work of procurement processes/procedures

About the employment
We offer a permanent full-time position with an initial probationary period.
The location is Karlstad. Business travel may occur.
The majority of our positions involve placement in a security classification. Swedish citizenship is usually required. In the event of placement in a security classification, a security clearance with a registry check will be carried out prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are assigned to war duties.
About us
The Procurement Unit is a central function at the authority that both supports and directs the entire authority within the procurement process. The unit's task is to direct, develop, manage, and follow up on the authority's work with procurement and contract management. Furthermore, it includes directing and driving the authority's procurement work and developing and managing associated system support, processes, and procedures, as well as methods for following up on contracts and suppliers. The Procurement Unit is divided into teams. The unit is led by the authority's Procurement Director.
