About the Company

Region Stockholm has the overall responsibility for ensuring that all who live in or visit the region have access to a well-developed, easily accessible, and reliable public transport system. The Traffic Administration's (TF) mission is to prepare and implement decisions regarding the direction and scope for a long-term sustainable public transport system. Additionally, we are responsible for the management and follow-up of traffic operations as well as maintaining the functionality, safety, and value of the infrastructure. Every day, more than 700,000 people travel using public transport, which includes journeys by subway, buses, commuter trains, and local trains.

About the Assignment

The section is responsible for upgrading, modernizing, and further developing the existing subway facilities. Ongoing projects include the replacement of the traffic control system on the green line, upgrading and receiving track vehicles, procuring work vehicles, renovating depots, and renewing backup power facilities, rectifier stations, and control and traffic management systems. These measures are implemented to ensure a long-term sustainable, reliable, and capacity-strong public transport system. Description of the AssignmentThe section is currently working on several major infrastructure projects within the existing facilities. The role of Project Manager involves being responsible for leading, planning, and directing assigned design tasks against the project manager and within given frameworks (budget, time, scope, quality). In this role, the consultant is expected to be responsible for and perform several activities, of which a selection is listed below:

  • Lead one or more design teams in parallel and ensure deliveries, quality, clarity, and effective interdisciplinary collaboration.
  • Establish, follow up, and manage design plans, including timelines and delivery plans.
  • Be responsible for and lead reviews, including preparations, implementation, and follow-up of review meetings.
  • Lead design meetings and continuously follow up on status, deviations, technical issues, and risks.
  • Continuously report progress, status, costs, risks, and deviations to the project manager and other relevant project members.
  • Conduct calculations and assess whether the work and scope of the technical disciplines are reasonable based on the conditions.
  • Ensure that the proposed technical solutions are economically sound and proportionate to the project's budget and goals.
  • Drive risk analyses/workshops and propose measures to reduce technical and production-related risks.
  • Apply expertise and experience in rock and concrete structures and manage planning and execution of contracts in or near rail traffic, considering safety and production opportunities.
  • Be responsible for the planning, management, and coordination of the design against the contractor during production.
  • Actively contribute to the project's technical governance by identifying critical issues, driving coordination between technical disciplines, and ensuring that design decisions are well-founded.

Competence Requirements

We expect that you have experience and that it is evident in your CV that you have:

  • Documented work experience, at least 9 years in total, from a leading role in design management or project management within large construction, public transport, or infrastructure projects. The referenced projects should have had a total budget of at least 300 million SEK per project.
  • Documented work experience, at least 5 years in total, from a leading role in the design of complex concrete and rock structures in larger construction projects, with a design budget of at least 50 million SEK per project. Supported by at least 2 reference projects.
  • Previous experience, at least 5 years in total, in following up technical models created by the design organization. Supported by at least 2 reference projects.
  • Documented work experience, at least 3 years, of having worked within or delivered to a public client.
  • At least a Master's degree in civil engineering with a focus on civil engineering, construction technology, or similar, alternatively another engineering degree of at least 3 years. If no Master's degree, please specify the equivalent education and the number of years of work experience in the construction industry. If no education is held, at least 12 years of total experience is required.
  • Approved and valid training in BAS-P. The training must have been updated through follow-up courses or similar in the last 5 years. Certificates must be available.

Value-Added Requirements

  • Documented work experience in a leading role from design during both system handling and construction handling phases in the same construction project with a total budget of at least 300 million SEK.
  • Documented work experience, at least 3 years, of leading design work in the production phase, with ongoing collaboration and coordination with the contractor's organization and active support to construction production.
  • Documented work experience, at least 12 years, from a leading role in design management/project management within large construction projects, public transport, or infrastructure. The referenced projects should have had a total budget of at least 300 million SEK.
  • Documented work experience, at least 5 years, of having worked within or delivered to a public client.
  • Previous work experience of co-reviewing documents and technical models from different technical disciplines with review tools in complex projects. It should be clear which technical disciplines the consultant has co-reviewed and which review tools have been used (e.g., Bluebeam).
  • Previous experience of project handover to a management organization in at least one (1) project.
