Description
As the Medical Responsible for Rehabilitation (MAR), you will be part of the Welfare Sector's quality development team.
The Welfare Sector also includes operations within assistance handling, elderly care, LSS activities, and home healthcare. We are currently also recruiting a Socially Responsible Coordinator (SAS), and we see a strong trio with SAS, MAS, and MAR driving the sector's quality work.
The position as MAR has been part of collaboration agreements with other municipalities since 2019. Managing the MAR position independently is new in our municipality, and there are therefore great opportunities to create your own structure and working methods. Support and handover upon employment will be provided by another municipality. Since there is no basis for a full-time position within the MAR assignment, the position is combined with an investigative part that is assigned annually based on the sector's needs.
Given that the sector is undergoing reorganization, the position may change within the framework of the assignment.
Responsibilities
In your MAR assignment, which will correspond to approximately 25-30% of your working time, you will be the key person developing quality and patient safety in our rehabilitation efforts.
You will:
- lead, develop, and follow up on quality and patient safety within the rehabilitation area
- develop, revise, and follow up on routines, guidelines, and working methods
- provide expert support to managers and employees in complex rehabilitation and assistance issues as well as ethical considerations
- follow up, analyze, and provide feedback on deviations and initiate and drive systematic improvement work
- participate in development and project work and plan and conduct training initiatives
- represent the municipality in various collaboration forums
- participate in work with various agreements related to rehabilitation, aids, and related issues within care and support
- collaborate with welfare technicians in the digitalization of care
MAR networks in the county and nationally exist as support and collaboration in the MAR role. There is also an MAS/MAR network in the county that meets regularly.
An important part of the assignment is to support assessments, priorities, and working methods and contribute to a shared understanding at the interface between rehabilitation and other parts of care and support. You advocate for early, coordinated, and resource-efficient efforts focusing on the resources and participation of municipal residents. The assignment has a clear focus on health-promoting and preventive efforts. You drive the development of working methods that strengthen the preventive perspective and contribute to rehabilitation being used as a tool for increased independence and quality of life.
In your second assignment, which corresponds to 70-75% of your position, you will be investigative and project-driven within the Welfare Sector.
You will:
- develop basis for the starting point in projects based on the current area
- investigate, analyze, and create action plans or processes linked to conclusions
- develop, revise, and follow up on routines, guidelines, and working methods and implement them in relevant operations
- provide expert support to managers and employees related to the project
- follow up, analyze, and provide feedback within the framework of the project
The projects are developed annually. For 2026, the assignment involves developing a continuity plan and an emergency plan for the Welfare Sector, a task that falls to municipalities within the framework of KHOSS. The work requires close collaboration with the Security Unit in the municipality. In 2027, the project assignment will be to tackle SVOD (Integrated Care and Documentation), which requires dialogue and collaboration with, among others, the Region. The assignments for the following years are set annually in connection with the establishment of the budget and operational plan.

Qualifications
- Licensed occupational therapist or licensed physiotherapist.
- Documented practical experience of qualified work within the healthcare sector with several years of experience.
- Good knowledge and experience of current legislation.
- Experience working with quality assurance that governs operations within the committee's area of responsibility.

Meritorious
Previous work experience within investigative assignments or authority functions where the importance of documentation is central to ensuring legal certainty, transparency, and traceability in decision-making processes.
