Järfälla is located 20 kilometers northwest of Stockholm City, with approximately 90,000 inhabitants. Although the big city is close - 20 minutes by commuter train or car to Stockholm City - most things can be found within the municipality. Large outdoor areas, the waters of Lake Mälaren, a rich cultural offering and associations, diverse business life, fine residential areas, shopping, and well-developed services make Järfälla a municipality to live, work, and thrive in.

The Community Building Administration, which includes the Property Department, has a broad mandate responsible for everything from early stages in the community building process to operation and management. We have just over 320 employees within the administration who work together for the operations under the Environmental and Building Permit Committee, the Technical Committee, and the Municipal Executive Board. Järfälla is an expanding municipality, growing both geographically and organizationally.

The Property Department consists of about 50 employees and is responsible for approximately 430,000 m2 of premises, schools, preschools, cultural and sports facilities, as well as care and nursing homes.

The department consists of 3 units: the Management Unit, the Customer and Technical Unit, and the Project Management Unit. We now need to recruit an Energy and Sustainability Manager for the Customer and Technical Unit.

JOB DESCRIPTION

As the Energy and Sustainability Manager, you will have a municipality-wide responsibility for energy and sustainability issues and act as an expert, support, and coordination function towards administrations, projects, and management.

Your role includes:

  • Being responsible for the department's energy management work, including monitoring, analysis, and reporting of energy use, costs, and savings
  • Identifying, initiating, prioritizing, and driving energy projects and energy efficiency measures that lead to concrete and measurable results
  • Working closely with operations and daily operations to ensure that energy measures are implemented in practice
  • Providing support in larger investment projects and investigations related to:
    • sustainable and energy-efficient buildings
    • requirements and governing directives
    • project-adapted environmental plans
    • building product assessments and material choices
    • certifications and frameworks such as Miljöbyggnad, NollCO, or equivalent
  • Participating in the municipality's sustainability and environmental reporting as well as monitoring politically decided goals
  • Contributing to translating strategies and programs into practical implementation in operations
  • The role involves collaboration with both technical administrations and municipal management as well as working in a politically governed organization.

QUALIFICATIONS

We are looking for someone who has:

  • Relevant academic education in energy, HVAC, indoor climate, sustainable construction, or other education/experience that the employer deems equivalent, at least a bachelor's degree or equivalent level is meritorious
  • Experience working with energy issues and energy efficiency, preferably within municipalities, regions, or other public sectors
  • Good understanding of energy systems, monitoring of energy data, and economic consequences
  • Experience in driving projects and change work in complex organizations
  • Good pedagogical ability to express yourself in Swedish, both orally and in writing (includes presentations, training, etc.).

Meritorious experience includes:

  • Sustainable construction and environmental requirements in construction and civil engineering projects
  • Energy management systems, energy mapping
  • Teaching experience
  • Miljöbyggnad, NollCO, or similar frameworks
  • Sustainability and environmental reporting
