Procurement Officer at Lerum Municipality

Lerum Municipality is now looking for a procurement officer who wants to contribute to ensuring that the municipality's resources are used as efficiently and sustainably as possible.

About the Role

The procurement unit consists of a unit manager, five procurement officers, a contract controller, e-commerce support, and two e-commerce developers. Together, we are responsible for the municipality's purchasing and procurement processes and the municipality-wide agreements. We also manage the municipality's e-commerce system Proceedo, where the purchase of goods and services takes place and where all invoices are handled.

You will be part of a team of dedicated and knowledgeable colleagues, all of whom have a strong focus on the organization's mission and development. We have a non-hierarchical culture with much collaboration, experience sharing, and ongoing development work. We need your expertise and broad experience in procurement to continue developing the operations.

Responsibilities

As a procurement officer, you will be offered a stimulating and varied job with many internal and external contacts. The work is independent but takes place in close collaboration with other employees within the municipality's operations. The tasks provide a holistic perspective, where you become a central person in the process.

Your responsibilities include planning and executing procurements from start to signed contract. The work encompasses the entire process from developing specifications and preparing procurement documents to implementing contracts in our e-commerce system and managing contracts. You will work closely with the contract controller and e-commerce developers to follow up on contracts and purchases.

You plan, organize, and prioritize your work effectively, especially when you have multiple projects ongoing simultaneously. Your experience and confidence allow you to comfortably take on the role of project manager, and at times you provide advice and support to the organization or conduct training initiatives within the organization.

Qualifications

We are looking for someone with experience as a procurement officer in the public sector. It is advantageous if you have several years of experience as a procurement officer. You have an academic degree or other post-secondary education focused on procurement/purchasing or other relevant education. You have good knowledge of procurement legislation and have the competence and experience to work independently and drive your own procurements.

You have strong analytical skills, a structured working method, and the ability to work in a development-oriented and change-oriented manner. You enjoy providing service and thrive with many contacts and have good communication skills, both verbally and in writing. The work requires very good knowledge of the Swedish language, both spoken and written.

If you have experience or interest in developing purchasing processes and promoting the use of e-commerce in purchasing, that is an extra plus.
