You will belong to the community protection unit and work in a team that handles several interesting assignments with clear connections to Sweden's security.
Within the team, there are different competencies that together build, develop, and manage the work within the various areas of responsibility. The team will be expanded with a new assignment and is therefore looking for you who are attracted by the opportunity to be involved from the beginning.
You will be involved in building the County Administrative Board's testing and control operations from the ground up based on the new legislation expected to come into force in 2026. This may involve developing routines, methods, and working practices that enable a legally secure permit process, participating in national forums and working groups, and conducting training and information efforts.
This position is filled on the condition that political decisions are made that allow the County Administrative Board of Norrbotten to become the permit authority for foreign real estate acquisitions with a responsibility area that extends over the four northernmost counties. Currently, there is a proposal for a new acquisition law that will regulate transfers and leases of real estate. The law means that certain foreign and Swedish actors need permits to acquire ownership rights and certain usage rights to Swedish properties and certain Swedish companies that own real estate. The permit requirement has been designed to enable the review of acquisitions that are typically the most risky from a total defense perspective.
About the job
In the role of case officer for foreign real estate acquisitions, you will handle applications for acquisition permits by conducting independent investigations and assessments of whether a real estate acquisition may adversely affect essential total defense interests. You will be involved in many parts of the permit process, from application to decision, which means a varied and changing work environment. The handling of these cases includes actions such as issuing injunctions, conducting consultations, and making decisions on permits and sanction fees.
Within the assignment, you will need to request and process a large amount of information that will form the basis for the permit assessment. The work will consist of collaboration and cooperation both internally and externally. You will be involved in the handling of referrals and opinions and be proactive in case management.
The work is constantly evolving, and based on our assignment, the tasks may change over time. Therefore, you need to be able to handle changes. At the same time, it gives you opportunities to develop and both broaden and deepen your competence with us.
About you
We are looking for someone who has:
- a relevant higher education degree or other post-secondary education in fields such as law, legal science, political science, or related fields that we, together with experience, assess as equivalent
- several years of experience working in government or the public sector
- very good ability to express yourself verbally and in writing in both Swedish and English.
You are a person with a good ability to collaborate, cooperate, and build relationships at different levels. You share your knowledge and experiences through an unpretentious approach and actively contribute to team spirit and community. We need you to be self-assured and have high integrity.
You are solution-oriented and have a pragmatic approach, with the ability to make well-balanced decisions. You possess good analytical skills and a structured working method where you can independently drive cases forward. You take responsibility for your tasks and structure and drive your processes forward.
As this is a new assignment for the County Administrative Board, you are also expected to actively contribute to the development work required to fulfill the assignment.
We consider it an advantage if you have experience in:
- working in security-sensitive or total defense-critical operations.
- handling issues related to real estate acquisitions, contracts/agreements, or high protection values
- managing confidential information and documents, working with investigations, reviews, and decisions

Good to know
We use a six-month probationary period.
If you are called for an interview, you may be asked to complete a work sample.
Since some positions with us require security clearance, you may need to undergo a security check before employment. This includes a security interview and background check. For certain positions, Swedish citizenship is required.
