Purchaser for the Property Projects Unit
The Riksdag Administration is an authority tasked with facilitating the work of the Riksdag. Over 700 politically neutral employees work at the Riksdag Administration with many different types of tasks. The Riksdag Administration owns and manages the Riksdag's buildings. We are now looking for an employee to work with purchasing and administration in the property projects unit.
Your Responsibilities
As a purchaser, you will conduct orders, in some cases through renewed competition, from framework agreements according to the Public Procurement Act (LOU) for the property and service department as well as the security department. You will carry out direct procurements based on LOU and our internal guidelines. There are also procurements based on the Procurement Act for Defense and Security (LUFS).
Your role includes assisting with advertised procurements driven by the Riksdag Administration's procurement function and coordinating the work related to these. You will work with the management of the departments' agreements and contribute to the development of work methods and routines, for example in contract management, orders, and purchases.
The role also includes functioning as administrative support for project managers, colleagues, and managers. Tasks include writing minutes, producing templates and documents, and assisting with archiving, record-keeping, and the release of public documents. As administrative support, you will also act as a coordinator in certain matters.
Your Qualifications
You should have the following qualifications:
- KY or YH education in purchasing and procurement or other education deemed equivalent by the employer
- good knowledge of LOU
- at least three years of experience in conducting purchases, direct procurements (below the threshold set by the Procurement Authority) and orders from framework agreements, in some cases through renewed competition according to LOU
- at least three years of experience from employment in public administration
- at least three years of experience in construction, civil engineering, or property management.
It is meritorious if you also have the following:
- practical experience in contract management and/or contract follow-up
- practical experience in developing administrative regulations and other documents for procurement contracts
- knowledge of AB, ABT, ABK, AFF, and AMA
- experience in procurements within security-protected activities
- knowledge of LUFS
- experience with the procurement tool Kommers
- experience in writing minutes, memos, investigations, and similar
- experience in coordinating and managing operational issues
- good knowledge of Swedish, both spoken and written
- good knowledge of the Office package.
To succeed in this role, you need to have a good ability to structure and plan your work. You are meticulous and able to reprioritize when new or more urgent needs arise. You are open to change and have an interest in developing the organization and its routines. We will place great emphasis on your personal qualities, particularly your ability to be attentive as well as to collaborate and communicate.
The Riksdag Administration is located in central Stockholm, and you usually need to be able to work on-site at least four days a week.
The Riksdag Administration applies a probationary employment period. The position is classified in a security class, which in this case requires Swedish citizenship and a passed security clearance. We welcome applicants with diverse experiences and backgrounds.
