The Upper Secondary and Adult Education Administration is now seeking a unit manager for the Municipal Activity Responsibility (KAA), a service with an important societal mission for young people aged 16–19 who have not completed upper secondary education. The activity responsibility is regulated by the Education Act and aims to support young people back to studies or further towards other employment through structured and individualized interventions.
The KAA unit is a multi-competent organization with several specialist functions such as study and career counselors, social workers, and special educators, as well as a number of youth guides focused on outreach activities. The work is carried out in close collaboration with relevant actors around the youth and has a strong focus on motivation, guidance, and long-term solutions. As a unit manager, you will have the opportunity to lead and further develop an engaged operation where the goal is to create conditions for young people to achieve an independent life with their own income.
Job Responsibilities
As the unit manager at KAA-UngMalmö, you will have budget, personnel, and work environment responsibility for 20 employees. You are responsible for following developments and changes within the area of responsibility and for developing working methods, guidelines, and routines. Within the scope of your responsibility lies the establishment of structures for collaboration both within Malmö City and externally to strengthen support for the youth.
Your main job responsibilities include:
- Leading and planning the operation based on set goals
- Supervising employees in case matters
- Ensuring and operationally participating in collaboration within the administration, with other administrations, and with external parties (e.g., civil society organizations, primary care, and the Employment Service)
- Ensuring operations and documentation in accordance with legislation, as well as reporting to state authorities, administrative management, and committees
- Driving operational development based on result analysis and quality work.
Qualifications
We are looking for someone who has:
- An academic degree equivalent to 180 credits
- Leadership training
- Several years of managerial experience with responsibility for budget, operations, and personnel
- Experience working in public administration and within a politically governed organization
- Experience working with KAA's heterogeneous target group
- Experience collaborating with other agencies and administrations regarding the target group, including collaboration with relatives
- Knowledge of the various educational systems in schools; primary school, upper secondary school, as well as folk high schools and adult education
- Knowledge of young people with significant support needs who have had long school absences
- Knowledge of the social services' mission in relation to the group of young people and young adults
- Knowledge of legislation relevant to the operation
- Statistical and analytical skills
- Good digital competence
- Very good knowledge of Swedish, both spoken and written.
It is meritorious if you have:
- A degree in social work or education in social work
- Experience working with young people with significant support needs who have had long school absences
- Experience with the social services' mission in relation to young people and young adults
- Good knowledge of Malmö City's challenges, opportunities, organization, and resources.

You are structured, have good self-awareness, and the courage to lead, even in change. The role requires you to have a broad perspective on issues, work strategically, and be able to drive and lead change and development work with the ability to balance long-term and short-term benefits. In the role, you will collaborate both within and outside the administration, which requires good collaboration skills. Finally, you value diversity and take into account different perspectives in your leadership and decisions.
