A municipal organization in land and development is seeking an experienced land manager for a temporary consulting assignment. The assignment aims to temporarily strengthen the existing capacity within the organization and includes usual tasks related to land and property management in a public environment. The consultant will work closely with the client and contribute with both operational implementation and strategic support.

Responsibilities

The assignment involves the consultant, independently and in dialogue with the client, performing all or part of the work normally included in the role of land manager. The tasks may include:

• Management of buildings and premises

• Negotiation and drafting of agreements related to the purchase and sale of land

• Preparation and management of land allocation agreements and lease agreements

• Allocation and sale of land

• Monitoring and oversight of existing agreements

• Advising on land and property-related issues

• Project management within the framework of land and development activities

The consultant is expected to have ongoing check-ins with the client regarding prioritized tasks and how working hours and deliveries should be distributed. The assignment should be carried out with high independence and clear accountability.

Requirements

The consultant must meet the following requirements:

• Degree as a university-educated land surveyor, land management engineer, or civil engineer with relevant specialization, or other education deemed equivalent

• At least five (5) years of experience as a land manager or in a corresponding role

• Solid experience in land management and good knowledge of relevant legislation, such as the Land Code, Planning and Building Act, Property Formation Act, Construction Act, and the Public Procurement Act

• Documented experience in project management

• Ability to work in a structured, solution-oriented manner with an innovative approach

Desirable

It is desirable if the consultant has:

• Experience in similar assignments within municipal or other public sector

• Experience working in complex organizations with many stakeholders

Personal qualities

The assignment is suitable for a person who is:

• Communicative and collaborative

• Analytical with good problem-solving skills

• Flexible and able to adapt to the needs of the organization

References and Evidence

The following must be reported and attached:

• CV for the offered consultant that clearly shows how all requirements are met

• At least two (2) reference assignments

• Each reference assignment must have lasted at least three (3) months

• At least one (1) reference assignment must include negotiation and drafting of agreements in land management (e.g., lease or purchase/sale of land)

• At least one (1) reference assignment must include management of buildings and/or premises

• References can pertain to the same assignment/employment and the same reference person

• For each reference, the client, a brief assignment description (including scope and time period), and contact information for the reference person must be provided

Start Date and Application:

Start Date: 2026-04-01

End Date: 2026-12-31 (with the possibility of extension)

Application Deadline: 2026-02-13

Scope: approximately 60% (at least three days/week), with the possibility to adjust down to approximately 40% by agreement

Location: partially on-site in Strängnäs with the possibility of remote work by agreement
