The Procurement Unit as a Workplace

The Procurement Unit plays an important role in the municipality's work to use public procurement as a tool to drive societal development in a sustainable direction.

Our mission is to ensure that the municipality's purchases are efficient, resource-smart, and sustainable over time. We have specialists in procurement, contract management, and e-commerce. We currently have about 15 employees, including the unit manager.

The Role

In this role, you will have a central position where you drive complex IT procurements, lead projects, and ensure that the municipality's contracts are both business-oriented and future-proof. You will be an important part of our IT category team, where you, together with the IT operations and experts from various parts of the municipality, contribute to developing methods and strategies.

Main Responsibilities as a Procurement Officer:

• As a project manager, be responsible for planning and executing procurements of varying complexity and scope within the IT category.
• As a procurement officer, drive needs and market analyses in the area.
• Analyze needs, design procurements, negotiate with suppliers, ensure compliance with laws such as LOU, and follow up to ensure deliveries meet requirements.
• Independently and in a group, prepare and compile procurement documents, contracts, and be responsible for bid evaluations.
• Be able to serve as an advisory role regarding procurement and purchasing issues in the municipality.
• Maintain continuous contact and dialogue with both clients and suppliers, and, not least, with the municipality's operations.
• You are expected to actively participate in the unit's development work of working methods and common processes as well as templates and routines within procurement.

Requirements for the Position:

• Higher education or vocational training with a focus on procurement/purchasing, law, economics, IT, technology, or other relevant education or experience that we deem equivalent.
• Good knowledge of the Public Procurement Act (LOU) acquired through both theoretical education and practical implementation (>3 years).
• Communicative, analytical, and good collaborative skills – able to work with tailored messages to target groups and individuals both in written and oral form.
• Very good knowledge of Swedish, both spoken and written.
• Experience in conducting procurements in the IT field.
• Good knowledge and experience in reading and interpreting complex IT contracts.
• Experience in conducting procurements within negotiated procedures.

It is Meritorious if You Have:

• Knowledge and experience of working in a politically governed organization.
• Good experience from IT-related assignments.
