Head of Planning Unit
The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. Our most important goal is to reduce recidivism – to break the vicious cycle. If we succeed, society will be safer and more secure for everyone. We are the authority responsible for prisons, probation, remand centers, and client transport.
The department for prison, remand, and probation at the headquarters consists of six regions from north to south and three units; the planning unit, the capacity unit, and the Swedish Prison and Probation Service's service center. The department is tasked with executing the penalties imposed by the courts, managing remand centers, carrying out transports not handled by the national transport unit, and conducting personal investigations in criminal cases. As the current unit manager is moving to the capacity unit, we are seeking a manager for the planning unit based in Norrköping.
RESPONSIBILITIES
As the head of the planning unit, you will report to the department director for the prison, remand, and probation department and be part of the department's management team. The unit consists of two sections, the planning section for prisons and remand centers and the planning section for probation, with a total of about 40 employees. The planning unit is responsible for developing and continuously ensuring national leadership and governance of operations at prisons, remand centers, and probation within the framework of the authority's control and follow-up model and the department's assignment. The unit drives, develops, and coordinates the forums necessary for the department to achieve its goals. Furthermore, it includes responsibility for developing, managing, and analyzing the effects of quality management structures and quality work. The unit is also responsible for internal coordination within the department and between departments at the headquarters, which involves referral, preparation, and presentation processes, as well as other administrative support for managers and employees. Travel may occur as part of the role, and there is an opportunity for remote work part of the time.
QUALIFICATIONS
You are comfortable leading qualified employees through managers and have a very good ability to create structure and quality in a complex operation. You value quality and have the ability to understand, analyze, and prioritize complex issues, as well as to get others to translate strategies into concrete results. The role requires a deep understanding of how national processes need to be adapted and coordinated to support operational activities. You have a very good ability to work collaboratively and are a driving and communicative leader who develops external and internal networks. You express yourself well in both spoken and written Swedish and English. As a manager within the Swedish Prison and Probation Service, you naturally have a strong commitment to society and share the fundamental values of the agency regarding a humane view of humanity, diversity, respect for the individual, and belief in people's willingness and ability to develop. You are expected to contribute to ensuring that everyone is treated equally through your approach. We place great emphasis on personal suitability.
Requirements:
- academic degree (at least bachelor's level) with a focus that the Swedish Prison and Probation Service finds relevant for the unit's assignment (e.g., social sciences, law), or other post-secondary education combined with experience deemed relevant by the agency
- several years of managerial experience and experience leading through other managers
- well-regarded experience in management assignments aimed at developing and coordinating planning, leadership, governance, and follow-up, preferably in an organization with significant geographical and functional diversity
- experience leading development work and driving change processes in a complex and large organization
- experience developing networks for internal and external collaboration
Desirable:
- education in management and leadership, especially in indirect leadership in public (preferably state) operations
- experience leading operational activities
- experience working in crisis management teams
- experience working with strategic issues in public operations
- managerial experience from work in the Swedish Prison and Probation Service and/or another authority in the justice chain
- good knowledge of the overarching conditions (regulations, budget, employer policies, etc.) that apply to public operations, especially state
