Development Leader within the Social Administration

The position is located within the Social Administration, which is one of eight administrations in Linköping Municipality. The Social Administration is responsible for authority exercise, ordering services, and self-management in the areas of individual and family care, LSS, and social psychiatry. We ensure that all residents receive the support they are entitled to.

Your Responsibilities

As a Development Leader within the Social Administration, you have a central role in developing, managing, and ensuring the quality of the use of complex Business Intelligence (BI) tools and the analysis platform Qlik Sense. Your mission is to assist in transforming data into meaningful insights that strengthen operational development and the basis for decision-making.

This includes, among other things, that you:

  • Are responsible for Qlik Sense applications: You have overall responsibility for the lifecycle of the apps – from data collection, needs analysis, and benefit assessment to independently developing, maintaining, and ensuring their quality.
  • Ensure data quality and relevance: You ensure that reports and visualizations are clear, relevant, and of high quality so that the apps provide value and are used effectively.
  • Are a pedagogical resource: You support and educate users, managers, and colleagues on how the system is used and explain data in a clear and operationally relevant way.
  • Drive improvement work: You contribute to continuous improvements, develop new solutions and more efficient working methods, and take the initiative to follow up on the apps' benefits.
  • Collaborate and cooperate: You plan and prioritize assignments in close collaboration with object specialists and system management, and engage in dialogue with the operations regarding needs and results.
  • Function as a contact person: The role also includes system management tasks as well as responsibility as a purchaser and contact person in development and change matters.

Your work is closely linked to Linköping's Governance and Cooperation Model based on the PM3 model, where the development leader plays an important role. Within Linköping Municipality, PM3 is used as a framework for the management and development of IT systems and services. PM3 ensures structured and clear governance of the management assignment. As a development leader, you will act at the interface between operational development and IT management.

Your Workplace

The position as a development leader is placed in the unit for quality, development, and digitalization within the Social Administration. The unit has 28 employees with the task of supporting the administration, management, and the director of the administration, as well as the committees in their assignments. You will belong to a group of 7 colleagues who work with the development and management of our IT systems with slightly different focuses in their assignments.

The workplace is centrally located in Linköping. Working hours are office hours with flexible working time, and the possibility of remote work is available when the business allows it.

You Who Are Applying

Are you a driven development leader with broad competence who wants to take overall responsibility for the Social Administration's decision support? Then you might be the one we are looking for!

We are looking for someone with an academic or post-secondary education in system science, statistics, economics, BI, or similar. You have experience working with Qlik Sense or similar BI systems and understand how these tools can be used for visualization, data modeling, and analysis. You have experience in analysis, quality, or follow-up work and can transform the organization's goals and results into relevant data to ensure quality and relevance in reports and visualizations. We consider it an advantage if your experience comes from a municipal operation.

You are knowledgeable in system management, quality work, and how technology, processes, and benefits are interconnected. A basic understanding of information security, data protection, and access management is important, as you will function as a contact person and purchaser in development and change issues.

You are self-driven, structure your work, and advance your processes. You see the big picture and are goal-oriented in your priorities and actions, contributing to continuous improvements and initiatives to follow up on benefits. Furthermore, you enjoy collaborating with others and always consider the best interests of the entire organization in your decisions and analyses of needs. You communicate clearly and adapt your message to the recipient, which is crucial when you, as a pedagogical resource, support and educate users, managers, and colleagues on how the decision support system is used.
