The Community Building Office.

Within our office, there are approximately 225 employees who together drive sustainable community development based on the political leadership's goals and vision for Värmdö - an island world of opportunities. The office has a broad mandate and responsibilities that encompass both the physical planning of land and water, as well as nature and cultural heritage, infrastructure and mobility, as well as building permits and supervision. We build and manage buildings and facilities that the municipality will own. For example, roads, pedestrian and bicycle paths, playgrounds, public spaces, and community properties.

We achieve good results through close collaboration with many operations within the municipality and we have a project-oriented working method.

The Implementation Unit consists of 6 project managers who together are responsible for the municipality's implementation of detailed plans such as the expansion of roads and public spaces. We are tasked with gradually improving the municipality's pedestrian and bicycle paths, roads, squares, and other public spaces, as well as renewing and building new community properties. The unit procures the framework agreements needed for the assignments such as design and contracts and ensures a good handover of the built environment to the municipality's operations and management organization. A natural part of our work is to provide decision support, authority decisions, communicate with residents during construction, and report to elected officials about the various constructions.

In the role of unit manager, you have full responsibility for budget, operations, personnel, and tasks within the area of work environment. In this role, you report to the department manager.

In the managerial role, you are responsible for creating good conditions for the unit's employees. You lead and distribute work considering the complexity of the assignments and the abilities of the employees. In the role of manager, you are expected to clarify goals and expectations so that the employees' initiative grows and develops. You convey that the starting point in the assignments is always the municipality's best interest from a holistic perspective and you act based on the municipality's values.

You are responsible for the unit's operational development as well as administrative and organizational issues. The role requires a great ability to create collaboration and maintain good relationships with both external actors and within the organization. In addition to skills in the professional role, you need to act outwardly, unpretentiously, and have a development-oriented approach.

We are looking for someone with an engineering degree equivalent to at least a bachelor's level in community building with a focus on construction/project management or equivalent education. You should have experience leading and coordinating constructions in municipal operations and should have 3 years of managerial experience. Furthermore, you should have at least 5 years of experience in the development phase of land and exploitation areas, where complex and/or larger projects are meritorious or alternatively, that you have at least 5 years of experience in the implementation phase from the perspective of a developer or contractor.

It is meritorious if you have well-documented knowledge of standards within the construction and civil engineering industry. Furthermore, that you have gained experience in contract economics, law, and have very good negotiation skills and good knowledge of the Public Procurement Act.

You hold a driver's license with B category.

As a person, you are structured and social. You have the will and ability to create a good team spirit while maintaining integrity. You represent a clear leadership that enables your employees to carry out their assignments and take responsibility for their personal development and competence. Furthermore, you have the ability to distinguish when to make clear decisions and when to delegate and follow up.

You are perceived as a stable person, you listen and have the ability to quickly adjust if new information arises. You find it easy to collaborate with others and have the will and ability to create a good working environment.
