Unit Manager for State Grants
The Swedish Agency for Youth and Civil Society (MUCF) is a government agency that develops knowledge about the living conditions of young people and the conditions of civil society. Our vision is an open and inclusive Sweden with good conditions for youth and civil society.
MUCF has been tasked by the government to work towards achieving the goals of youth policy and civil society policy. We do this by developing, collecting, and disseminating knowledge and contributing to the coordination of state efforts. We collaborate with authorities, municipalities, regions, and civil society organizations, as well as distributing state grants.
As of January 1, 2026, the agency's mission will expand as we take over the responsibilities currently held by the Agency for Support to Faith Communities (SST) and the responsibility for state tasks within minority policy. This means that MUCF will become an even more important player in strengthening democracy, promoting participation, and contributing to an inclusive society.
MUCF has offices in Växjö and, from January 2026, also in Stockholm.
Description
MUCF distributes state grants on behalf of the government.
At the Department of State Grants, there is one of two units that exclusively work with grant administration. MUCF is looking for unit managers for both units. The department also includes the Grant Support Unit, which assists the administrators with financial and legal expertise.
Job Responsibilities
As the unit manager for state grants, you are responsible for ensuring that grant management is conducted efficiently, with high quality and in accordance with applicable regulations. You will coordinate, plan, and support employees in the processing process and be responsible for the unit's overall planning and follow-up. You will also drive development work within grant giving in close dialogue with the department head. The work may also include monitoring relevant areas, answering questions from the media and the public, and participating in cross-agency assignments.
As a unit manager, you have personnel, operational, budget, and work environment responsibilities for the unit's employees. You take responsibility for employer policies and apply them for the best of the organization. You contribute with clear leadership where you coach and inspire your employees, clarify the mission, and contribute to a good work culture.
You are responsible for the unit's planning, priorities, and resource allocation and follow up on operations. You lead the unit's long-term development by developing working methods and structures that strengthen the organization.
As the unit manager for the state grants unit, you lead the unit's work in close dialogue with the other two unit managers and the department head, to whom you also report. You are also part of the department's management group, where you actively contribute to the department's and agency's development with a holistic view and shared responsibility.
The position may involve travel within Sweden.
Since the department's employees are located in Växjö, you as a close-to-operations manager need to be present at the office in Växjö most of the time. Remote work occurs to a very limited extent.
Qualifications
We are looking for someone who has:
- a university degree in a relevant field
- at least 2 years of managerial or leadership experience
- very good ability to express yourself in spoken and written Swedish
- is well versed in administrative work within public administration and has many years of experience in case management.
It is an advantage if you have:
- experience working primarily in government operations but also in regional or municipal operations
- knowledge of administrative law and one or more of MUCF's four policy areas: youth policy, civil society policy, minority policy, or faith community policy
- experience with state grant giving
- the ability to make independent decisions and explain them both internally and externally
- experience of engagement in the association life.
As a person, you work goal- and result-oriented, both in the short and long term, and have the ability to independently drive and take responsibility for development in your area. Your working method is characterized by structure and good organizational skills, as well as a habit of following routines and ensuring order and quality in your work. In leadership, you show courage by making well-founded decisions and standing behind the decisions made.
To succeed in the role, you need to be trustworthy, communicative, and able to create good relationships and collaborations. A safe and stable leadership with good judgment is important, as well as the ability to serve as a role model and work according to the state value framework with respect for the equal value of all people.
You create well-functioning teams through an inspiring, solution-focused, and present leadership. The responsibilities of the role also include sharing knowledge, communicating clearly, and balancing different needs and perspectives, even in periods of high tempo or changing conditions.
We place great emphasis on your ability to work goal- and result-oriented both in the long and short term and your experience in independently driving and being responsible for development within your area of expertise.
