Unit Manager for the Unit of Finance and Operational Support

The Swedish Agency for Youth and Civil Society (MUCF) is a government agency that develops knowledge about young people's living conditions and the prerequisites of civil society. Our vision is an open and inclusive Sweden with good conditions for youth and civil society.

MUCF has been tasked by the government to work towards achieving the goals of youth policy and civil society policy. We do this by developing, collecting, and disseminating knowledge, as well as contributing to the coordination of government initiatives. We collaborate with authorities, municipalities, regions, and civil society organizations, and distribute state grants.

As of January 1, 2026, the agency's mission will expand as we take over the responsibilities currently held by the Agency for Support to Faith Communities (SST) and the responsibility for state tasks within minority policy. This means that MUCF will become an even more important player in strengthening democracy, promoting participation, and contributing to an inclusive society.

MUCF has offices in Växjö and, from January 2026, also in Stockholm.

Description

The Unit for Finance and Operational Support is one of three units in the Department of Governance and Operational Support.

The unit is responsible for operational and strategic issues related to governance, monitoring, and reporting of operations. The unit also has an agency-wide responsibility for work on gender mainstreaming, LGBTQI strategic issues, and disability policy.

The unit consists of seven employees located in Stockholm and Växjö.

Responsibilities

As a unit manager, you have personnel, operational, budget, and work environment responsibilities for the unit's employees. You are responsible for employer policies and apply them for the best of the operations.

You contribute with clear and present leadership where you coach and inspire employees, clarify the mission, and contribute to a good work culture.

You are responsible for the unit's planning, priorities, and resource allocation, as well as following up on operations. You lead the unit's long-term development by developing methods and structures that strengthen operations.

Your role includes coordinating the work on the agency's annual report, budget documentation, strategic plan, annual budget, and operational plan. You also lead the work on financial management and financial administrative routines that support the agency's operations.

You are part of the department's management team, where you actively contribute to the development of the department and the agency with a holistic view and a shared sense of responsibility.

The unit's employees are located at both the Stockholm and Växjö offices, which means you will work from both locations. The position may also involve other travel within Sweden.

Qualifications

We are looking for someone who has:

  • a university degree in a relevant field
  • at least 2 years of managerial or leadership experience
  • excellent ability to express yourself in spoken and written Swedish
  • experience working strategically and operationally with governance, monitoring, and reporting of operations and finances within the public sector

It is an advantage if you have:

  • experience working within government operations
  • experience leading work on governance, monitoring, and reporting of operations and finances within government operations

As a person, you work goal- and result-oriented, both in the short and long term, and have the ability to independently drive and take responsibility for development in your area. Your working style is characterized by structure and good organizational skills, as well as a habit of following routines and ensuring order and quality in your work. In leadership, you show courage by making well-founded decisions and standing behind those decisions.

To succeed in this role, you need to be trustworthy, communicative, and easily create good relationships and collaborations. A safe and stable leadership with good judgment is important, as well as the ability to act as a role model and work according to the state’s value base with respect for the equal worth of all individuals.

You create well-functioning teams through an inspiring, solution-focused, and present leadership. The role's responsibilities also involve sharing knowledge, communicating clearly, and balancing different needs and perspectives, even in periods of high tempo or changing conditions.
