Strategic Purchaser

Do you want to work at an authority with the mission to promote sound public procurement and a sustainable future together with engaged and competent colleagues? We now need to strengthen our purchasing function as the authority is set to grow. We are looking for an experienced strategic purchaser who can contribute to both our ongoing purchasing operations and our development work.

Responsibilities

In the role of strategic purchaser, you will, together with our other strategic purchasers, work to drive and further develop our internal purchasing function. You will conduct various types of purchases/procurements and be responsible for the authority's internal governing documents in the purchasing area. You will also, together with orderers from the business, work in and be responsible for the entire purchasing process from needs analysis (including developing procurement plans) to contract follow-up.

The responsibilities include, among other things:

  • Planning, conducting, and following up on procurements.
  • Conducting renewed competitive tenders and call-offs from framework agreements.
  • Supporting the business in contract follow-up.
  • Working in our e-commerce system (Proceedo).
  • Developing and managing governing documents and methods for the authority's purchasing work.
  • Training colleagues and managers in the authority's purchasing process and purchasing work.

We work with a digital purchasing process in the e-commerce system Visma Proceedo. The business conducts call-offs from agreements and reports its needs in the system. As a starting point, all purchases are conducted in the authority's e-commerce system.

As a strategic purchaser, you will belong to the Department for Operational Support, which is responsible for finance, administrative law and data protection, archives and registration, as well as purchasing and HR.

Qualifications

We are looking for someone who has:

  • A university degree in law, economics, social sciences, or another area that the employer assesses as equivalent.
  • At least two years of current experience in independently conducting procurement of goods and services according to the Public Procurement Act (LOU).
  • Very good ability to express yourself in Swedish, both orally and in writing.
  • Good knowledge of English, both orally and in writing.

Meritorious:

  • Experience in spend analysis and/or category management.
  • Experience in leading projects.
  • Experience working in the purchasing system Proceedo.
  • Experience working in a procurement tool, such as TendSign.

We are looking for someone who is responsible, self-driven, and wants to contribute to the common result. You work meticulously and unpretentiously while having a solution-oriented approach and understanding the importance of working with continuous improvements.

You enjoy working in all parts of the purchasing process and have a structured and proactive working method. You understand the value of working together with others but also have a good ability to drive your work independently. In your role, you will have both internal and external contacts, which makes it important that you can collaborate easily and build good relationships. You have good communication skills and are attentive.

We will place great emphasis on personal suitability.

The Procurement Authority works for sound public procurement for a sustainable future. We provide support and convey knowledge in public procurement and state aid to many different actors in the public, private, and non-profit sectors. We are also a statistical authority responsible for collecting, developing, managing, and disseminating statistics on public procurement.

We are a modern authority that gathers a breadth of competencies. Today, we are about 70 employees. Employment

We are looking for an employee for a permanent position and apply a six-month probationary period. The place of employment is Solna. If the business allows, you have the opportunity to work partially remotely in consultation with your manager.
