We are looking for a new employee

We are looking for a new employee who wants to drive and develop the procurement work with us. The Finance Department has the overall responsibility for driving and developing financial management in the municipality, serving as internal service within the financial area, and being responsible for procurement. A total of 10 people work in the department, of which one is a procurement officer.

RESPONSIBILITIES

As a procurement officer with us, you have overall responsibility for the procurement process, from procurement documents to decisions and agreements, as well as follow-up and evaluation. The procurements vary in nature and span all our areas of operation. Your task is to ensure that procurements are conducted professionally, commercially, and in accordance with applicable laws, regulations, and policies.

You will independently conduct procurements of services, goods, contracts, and IT systems, as well as carry out call-off notifications from framework agreements. For the various procurements, you will seek assistance from relevant colleagues from the operations for detailed knowledge regarding the goods, services, and contracts being procured. You will meet many people and get to know the municipality's operations. Additionally, you will also conduct procurements in collaboration with other municipalities, primarily the municipalities in Sjuhärad.

You are expected to drive the development work of the procurement function regarding processes and working methods. In addition to the many internal contacts, you will also engage in dialogue with suppliers and other stakeholders.

The role includes collaborating with our municipal companies and sometimes conducting procurements for the entire municipal group.

Keeping our internal governing documents up to date and educating the operations in procurement and purchasing issues is part of the assignment.

In addition to the direct work with procurements, you are expected to be involved and engaged in the development and improvement work of the Finance Department. We support each other and help across professional boundaries.

QUALIFICATIONS

We are looking for someone who has:

• Post-secondary education, such as an academic degree that the employer deems relevant for the position or vocational training in public procurement or purchasing.
• Several years of practical experience in public procurement. If you also have experience in contract procurement, we consider that an advantage.
• Knowledge of the Public Procurement Act (LOU) and the laws and regulations governing the public sector.
• Good IT skills and are an experienced user of the Office suite, as well as having experience working in one of the procurement tools available on the market.

You should be able to express yourself well in Swedish, both orally and in writing.

You are proactive in and develop processes within the area. You are responsible, unpretentious, and have quality in focus. You are analytical, meticulous, and structured. You find it easy to collaborate and enjoy working independently.
