HR Specialist at the Discrimination Ombudsman
The Discrimination Ombudsman (DO) is seeking an engaged HR specialist who wants to work towards a society free from discrimination. As an HR specialist, you will work in a broad HR role where you will have the opportunity to contribute to well-functioning HR processes and support our managers and operations together with colleagues in HR. The position is a permanent employment.
DO is a growing authority and is expected to grow further in the coming years as a result of the Swedish implementation of the EU directive on pay transparency.
HR Section
The HR section is one of three sections within the operational support unit at DO. The other sections in the unit are the finance and procurement section and the infrastructure section. The unit's mission is to contribute in various ways to the implementation of the authority's mission.
The HR section's mission is to contribute to ensuring that the authority has a professional workforce and leadership, a good and sustainable work environment, and competence supply, as well as active work against discrimination and for equal rights and opportunities. The section is responsible for providing support, coordination, and development of the authority's strategic and ongoing HR processes, as well as providing consultative support to managers within HR areas. This responsibility includes ensuring that agreements and internal governing documents within the HR area comply with applicable regulations and align with the state employer policy. Furthermore, the section is responsible for informing, collaborating, and negotiating with employee organizations on employer- and operational-related issues, as well as informing and collaborating with safety representatives on work environment issues.
The section consists of two HR specialists, an HR coordinator, and an HR manager. Due to the fact that we are a growing authority, recruitment is also ongoing for two HR specialists on fixed-term contracts.
Your Responsibilities
In the role of HR specialist, you will work both operationally and strategically to contribute to well-functioning HR processes within the authority and support the authority's managers in the HR area. You will be the contact person for some of the authority's managers to provide qualified consultative support to them in areas such as competence supply, recruitment, wage formation, work environment, and contractual and labor law issues. The work includes both independent work and collaboration with colleagues to streamline HR work and further develop work processes within the section's areas of responsibility. You will also participate in other tasks within the section, such as procurement and training within the authority.
Requirements
We are looking for someone with:
- an academic degree from the PA program. Other education may also be considered if DO assesses it as equivalent
- several years of relevant experience providing broad qualified support to managers in labor law and personnel-related issues
- several years of relevant experience with state regulations and agreements within the HR area
- several years of relevant experience in developing, driving, and implementing HR processes within an organization
- very good knowledge of what the employer role entails from an HR perspective
- some years of relevant experience working with systematic work environment efforts in an authority
- good and relevant experience working operationally with competence-based recruitment
- good experience working in a recruitment system
- excellent communication skills
- very good knowledge of Swedish in both spoken and written form
- good knowledge of the Office suite.
You should have the ability to:
- provide qualified and professional consultative support to managers on various HR issues
- independently organize and drive your work forward within the HR area effectively
- contribute to development and collaboration and act responsibly
- analyze and make assessments within the HR area based on the needs of the organization
- instill trust and have high integrity in your work, as well as good judgment
- be unpretentious, solution-oriented, and share your knowledge and experiences
- be flexible and quickly adapt to and switch between different tasks
- meet people with respect in your work.
Meritorious:
- good experience working with active measures from an employer perspective
- good and relevant experience working with competence supply
- experience conducting pulse surveys or similar
Great emphasis will be placed on personal qualities.
The position is a permanent employment with a six-month probation period, starting as soon as possible.
