Our client's IT department is responsible for the development, operation, and management of digital solutions that support the organization's goals for effective, modern, and sustainable public service.
The section is responsible for digital services aimed at users, partners, and operational actors. The mission includes initiating, driving, and further developing digital products and platforms in line with the organization's strategic goals for digitization and service development.
The goal is to ensure stable, cost-effective, and predictable IT solutions that support both daily operations and future needs.
The current assignment primarily concerns work in the area of special passenger transport but may also encompass other parts of the organization's digital environment.
The team works on the development and maintenance of a permit management system built on Microsoft Dynamics CRM (On-Premise), tailored to the organization's specific requirements. The system is integrated with several other digital platforms and has two associated web applications.
You will be part of an agile, cross-functional team of about ten people, focusing on stability, user benefit, and continuous further development of mission-critical systems.
Responsibilities
We are looking for a Team Coach / Scrum Master with solid experience in leading and developing teams according to agile methodologies and frameworks. The role involves inspiring, coaching, and creating conditions for teams to work more effectively, learning-oriented, and delivery-focused.
You will be responsible for:
- Training, coaching, and supporting teams in agile principles and establishing structures for continuous improvement.
- Planning and facilitating the team's ceremonies and ensuring that work is conducted according to agile methods.
- Identifying and removing obstacles affecting the team's performance, and promoting a sustainable and efficient working method.
- Measuring and following up on the team's capacity and development through relevant key metrics (e.g., velocity, lead time, burndown).
- Collaborating closely with product owners to communicate goals, priorities, and deliveries.
- Contributing to planning, resource allocation, and coordination between internal and external stakeholders.
- Actively participating in the agile development journey the organization is on, by contributing experience, structure, and coaching leadership.
You will collaborate closely with team members, product owners, other team coaches, and management in a joint effort to strengthen the agile working method and create conditions for successful deliveries.
Overtime
If the consultant works outside regular working hours (08:00–17:00), compensation for inconvenient working hours may apply.
Mandatory requirements
- Experience as a Scrum Master or Team Coach: At least four (4) years of documented experience leading agile teams in the role of Scrum Master and/or Team Coach.
- Collaboration with product owners: At least three (3) years of experience working closely with product owners in an agile environment, focusing on planning, prioritization, and delivery.
- Background in agile development teams: At least two (2) years of experience in the last eight (8) years of having worked in an agile development team, for example as a developer or tester.
- Large organizations: At least two (2) years of experience in the last five (5) years of working in larger organizations with more than 200 employees, where multiple teams collaborate and there are clear dependencies between deliveries.
- Certification: Holds a valid Scrum Master certification, such as CSM, PSM, or SAFe.
- Tool competence: At least two (2) years of experience using agile tools such as Jira, Azure DevOps, or equivalent.
Desirable experiences
- At least one (1) year of experience managing dependencies between teams and establishing structures for collaboration and coordination.
- At least one (1) year of experience facilitating larger workshops (over 20 participants) for planning, alignment, or retrospectives.
- At least one (1) year of experience in change management related to agile transformation, focusing on culture, processes, and working methods.
- At least one (1) year of experience working in public sector or other complex organizations.

Start date: 2025-12-08/by agreement
End date: 2026-12-31. Possibility of 1-year extension at 3 occasions
