Chief of Guardianship Authority

The Guardianship Authority processes, investigates, and makes decisions in cases concerning guardians, legal representatives, and administrators. The agency also works on reviewing accounts and recruiting substitutes, and has many external contacts with the public, courts, and our substitutes. It is a responsible and socially important operation that requires legal understanding.
The Guardianship Authority currently consists of 13 employees who handle cases for Kristianstad, Hörby, Osby, and Östra Göinge municipalities. Collaboration with the four municipalities has existed for about a year and the work is still developing. One of the keys to successful cooperation is good communication, and there are established forums for this communication. As the head of the operation, you report to the Guardianship Committee, including preparation and cases that the committee decides on.
JOB RESPONSIBILITIES
The Guardianship Office works with the processing of regulatory cases and you as a unit manager should support and develop the operation. You lead the operation and have overall responsibility for communication with all interested parties, including the three municipalities we collaborate with. Your assignment is in constant development to create an efficient and legally secure process for the guardianship authority.
You lead and distribute work within the unit, which includes being responsible for competence development and competence supply. Development of routines and working methods, follow-up and dialogue with external parties, as well as political case management in the Guardianship Committee are other tasks.

QUALIFICATIONS
We are looking for someone who is driven and has a good sense of law and sensitive matters. You are a good leader who is clear, communicative, and action-oriented. Furthermore, you are attentive and have an easy time understanding complex issues. You have a holistic view, are structured, good at prioritizing, and can assess the importance of a matter, and you are responsible. As a person, you have a good ability to build relationships and trust. We want you to have understanding, knowledge, and willingness to implement operational development and digitization.
You have a university degree in law, social work, economics, or another education that the employer deems equivalent. We want you to have managerial experience as well as experience from regulatory activities. If you also have experience in guardianship activities, that is an advantage. We also prefer that you have good knowledge of legislation relevant to the assignment. Of course, you handle digital IT tools in your daily work and can express yourself well in both speech and writing as communication and documentation are a natural part of the tasks.
OTHER
The Municipal Executive Office leads, coordinates, follows up, and develops the municipality's operations from a holistic perspective. Here you will find operations such as finance, HR, IT, citizen center, and strategic issues, as well as all common services with cleaning, meal, and transport operations in the administration. The work of the Municipal Executive Office should contribute to a positive development for everyone who lives, works, runs a business, studies, or visits our municipality. The Municipal Council provides the framework and directives.
