Case Officer at the Swedish Customs in Gothenburg

The operational activities of the Swedish Customs are divided into four departments: control, revenue collection, intelligence, and customs crime.

The Revenue Collection Department has a broad mandate within three areas of operation: permits, post-control, and revenue monitoring. The operational work of the Revenue Collection Department is carried out within four units with flexible groups that work with the entire department's mission but are specialized according to the needs of the operation.

We are now looking for case officers for the Revenue Collection Department in the western region, based in Gothenburg.

About the Position

The Swedish Customs is looking for case officers for the part of the permit operations that handles binding tariff information (BTI).

The main tasks include processing and issuing BTIs. A BTI is a written statement about the commodity code for a specific item. Classification means determining the correct commodity code for a good based on the rules in the customs tariff, TARIC. The commodity code provides information about the item's duty rate and whether there are any special provisions to consider when importing and exporting.

Within the workgroup, there are three classification areas: food/chemicals, mechanics, and textiles/miscellaneous. Classification in all areas may be relevant.

The work mainly consists of independent investigative work where you start from the applicant's provided information about a good to then establish classification based on the rules in the customs tariff. In your work, you will also use the European Commission's database, EBTI, for consultation and registration of BTIs. The work involves contacts both within and outside the Swedish Customs.

The operations are largely demand-driven, hence there is a great need for flexibility in the case officer to switch between different tasks. The permit operations mainly involve reviewing and investigating permit applications, but monitoring already issued permits is also part of the tasks.

As a case officer, you work independently but also within a group.

The case processing involves constantly new questions and situations, which means that you as a case officer need to be both flexible and solution-oriented. For example, it is part of the case officer's job to monitor internal routines and improve work methods. The processing is carried out in several systems.

The working hours/norm time are Monday to Friday 8:00 AM - 4:30 PM.

We are looking for someone who has:

  • Completed relevant Qualified Vocational Education (KY) for the position or
  • At least 60 credits/90 higher education credits in social sciences, freight/logistics, law, or economics and relevant experience in case handling or case administration and/or
  • Relevant work experience of at least 3 years in another public or customs-related activity, as well as completed secondary education with passing grades in Mathematics B/2, English B/6, and Swedish B/2 or equivalent

You should also have:

  • Experience in investigative work
  • Good knowledge of MS Office
  • Good ability to express yourself verbally and in writing in Swedish and English
  • Swedish driver's license, class B for passenger cars

It is meritorious if you have:

  • Customs specialist training or equivalent
  • Academic degree in a relevant field (preferably one of our main areas)
  • Experience in independently interpreting legislation and case handling from another government agency or public administration
  • Experience of working in operations that deal with customs management, such as logistics, freight forwarding, and international trade
  • Experience of working within the Swedish Customs
  • Good IT skills and experience of working with development or management in the IT field
  • Experience of working with Power BI or other similar analytical tools
  • Experience of working with business and logistics systems, for example, conducting transaction tests or similar
