The personal ombudsman targets individuals living with mental illness or at risk of long-term illness, who have difficulty making their voices heard and do not know what help or support they can receive and are entitled to. The personal ombudsman also has the opportunity to highlight and report deficiencies in the welfare system.

The ombudsman service in Kristianstad Municipality started in 1999 and is located in a central location in the city, close to the train and bus station. The ombudsmen receive regular supervision and have opportunities for further education. The job itself requires you to stay updated and informed about what is happening in the welfare society. Working hours are scheduled for weekdays, mainly during the day. You now have the opportunity to be part of a small, well-established, and experienced workgroup.

JOB RESPONSIBILITIES

The work as a personal ombudsman is based on three main assignments: direct client work, highlighting and reporting system deficiencies in the welfare system, and providing advice and support to citizens, care institutions, and authorities. The personal ombudsman does not represent any individual authority and has no decision-making power.

In direct client work, your primary task is to work together with the individual, who becomes the client, to jointly ensure that their wishes, needs, and legal rights are met. The goal is for the individual to be able to recover, regain control, and empowerment.

Another task for the personal ombudsman is to work for the target group as a whole, which is done by pointing out systematic deficiencies in the welfare systems that put people at risk or that society uses its resources inefficiently. This serves as a quality assurance for the relevant authorities. We are broadly available to citizens and other instances and authorities that contact us for guidance in the welfare system.

QUALIFICATIONS

We are looking for someone with a university degree such as a social worker, social/community behaviorist, or other education that the employer considers equivalent/suitable for the assignment. You have experience in social and relationship-building work. You need to have in-depth knowledge of society's offerings of care/support/services for the target group as well as good knowledge of relevant legislation such as SoL, LSS, HSL, and the law on general insurance. Advanced legal knowledge is an advantage.

As communication and documentation are part of the work, we expect you to express yourself well in both speech and writing. The job also requires you to have a B driver's license for manual transmission.

You should have a strong interest and commitment to the target group and a desire to make a difference, as well as believe in the individual's ability to change. The work as a personal ombudsman places high demands on independence as well as the ability to collaborate. For us, it is important that you stand on the client's side and work together with the client who is your employer.

It is important for us that you are good at building relationships and can network with both citizens and other professionals based on the shared mission of working on behalf of the individual while identifying deficiencies in the welfare system. You have a very good ability to meet people individually and in groups. The role requires that you are persistent with great patience and the ability to reflect, and you need to be able to make your own decisions. Therefore, it is important that you are self-driven and structured. Since it is a very varied and flexible job, it is a prerequisite that you are flexible and have the ability to think innovatively. We place great emphasis on personal suitability, based on the role's mission and the vulnerability of the target group.
