The Department of Development and Coordination within the Education Administration supports the city's educational activities with digital support, portfolio management, information security, as well as research and process support for school development based on scientific principles. The department is also responsible for follow-up, evaluation, and statistics.

In 2024, the department underwent a restructuring and formed 6 units, one of which is the new Portfolio and Method Support unit, effective May 1. This unit coordinates portfolio assignments, strategic development, method support, work processes, and architectural issues. The work is carried out in close collaboration with other units and departments. The unit is also responsible for maintaining the overall economy of the portfolio, providing project and change management expertise, and ensuring quality in assignments and deliveries with a focus on business benefit, security, and cost-effectiveness.

For the past three years, we have been developing our digital services through a governance and collaboration model based on pm3, focusing on continuous improvements in working methods and organization. Portfolio management is shared among the educational activities and school forms within the city's various administrations.

Your Role

As a business developer with us, you will play a key role in supporting the development of our organization's ability to work strategically with business development, with IT as an enabler. You will work together with, among others, the model manager, our asset owners and project managers, as well as architecture and process functions to support the development of our governance and collaboration model for digital support within the city's educational activities for increased quality, efficiency, and business benefit.

You will also have a key role in developing our ability to investigate and prepare complex cases and quality assure materials for portfolio plans, project plans, directives, and decision materials of various kinds.

Your assignment also includes supporting the development of working methods and practices within your own unit together with the model manager, economist, and architecture and process functions so that the support provided contributes to efficiency, stability, and business benefit.

Your Main Responsibilities Include:

• together with the model manager, maintain and develop the portfolio's strategy, planning, and follow-up work in close dialogue with the department's business coordinators
• ensure a well-functioning preparation and quality assurance of decision materials within portfolio management
• further develop and implement new working methods and method support for the portfolio and operationally support affected employees and managers in their various roles within the portfolio
• the role involves close collaboration with other relevant units, employees, and unit managers.

Your Competence and Experience

For this position, you are required to have:

• a university degree in a relevant field for the position, or equivalent competence that the employer assesses as comparable
• experience in leading development work within the digitalization area in complex organizations
• experience in change management and good knowledge of established methodologies
• experience in portfolio management and good knowledge of established methodologies and working methods
• experience in qualified preparatory work, coordination, and quality assurance of decision materials
• experience in collaboration and communication at various levels within and between several administrations or equivalent

It is meritorious if you have:

• knowledge and experience of working and operating in the governance and collaboration model pm3
• experience in IT governance and IT delivery models
• knowledge of and experience in working with various architectural perspectives and process development
