About the Workplace

The National Operational Department (NOA) is responsible for leading and coordinating national and international police operations and driving police development work. Through national and international monitoring and analysis, as well as specialist capabilities, the department supports operations across the country with knowledge and resources.

The National Border Police Unit currently consists of 185 employees and is responsible, together with the regions, for national border police operations. The unit consists of an administrative office and four sections: the section for border coordination, the section for strategic management and development, the section for passenger analysis, and the section for enforcement coordination. The unit's operations are an important part of the Swedish border police and contribute to making Sweden safer through border controls and crime prevention efforts.

We are looking for a group manager for the section for border coordination, located in Stockholm/Kungsholmen. The section consists of about 30 employees and is responsible for the National Coordination Center (NCC), which is a joint coordination center with representatives from the Coast Guard, Customs, and the Police Authority. The section will also establish the national unit for the upcoming EU joint system for travel information and travel authorizations (Etias).

We are looking for someone who wants to contribute with leadership and strong drive in the development of the border police's mission!

The Role of Group Manager for NCC Analysis

You will work closely with the group managers of the other two groups within the NCC to drive and develop the work. The group consists of highly skilled analysts who perform strategic and operational analyses of irregular migration and cross-border crime. The group is also part of several national and international analysis networks. There is a strong focus on increased collaboration with both internal and external analytical capabilities, where the group manager plays a significant role in coordinating and developing operations.

The work as a group manager is based on actively contributing to the development of the crime-fighting system so that the border police become an important and natural partner both within the Police Authority and also within Customs and the Coast Guard. The group manager, in collaboration with the rest of the section, units at NOA, and the National Operations Center (NDC), will identify coordination needs and work to ensure that coordination of proactive and reactive cases occurs from a holistic perspective with the problem in focus. The group manager will create conditions for operational work aimed at achieving operationality and effectiveness.

Travel, both domestic and international, will occur in the position.

As a group manager within border coordination, you will report to the section manager and be part of their management team, where you will jointly be responsible for ensuring that assignments are carried out and for driving the agency's change and development work. You will have specific responsibility for your group's operations within the border coordination area and its results. As a group manager, you will represent the entire Police Authority both internally and externally and work to strengthen trust in police operations.

Qualifications

This is an opportunity for you who have:

  • Relevant academic education/degree for the function
  • At least 1 year of continuous experience working as a supervisor, project manager, or similar in the last three years
  • Professional experience from relevant tasks/areas of operation for the position, preferably from relevant authorities, such as the Police Authority, Customs, Coast Guard, Migration Agency, Armed Forces, or similar
  • Experience participating in relevant change and development work
  • Very good knowledge of Swedish and English, both spoken and written

The position requires Swedish citizenship.

We consider it an advantage if you also have:

  • Participated in management forums or equivalent management forums
  • Experience leading others towards set goals and results
  • Good experience in participating in/driving collaboration with community actors outside your own organization
  • Experience in analytical work
  • Management and/or leadership training for direct, indirect, and/or strategic levels
  • Additional language skills that may be deemed relevant for the position
