About the Swedish Prison and Probation Service

The Swedish Prison and Probation Service is growing – we are building new facilities, renovating, and expanding, and we are now looking for more employees. We are the agency responsible for prisons, probation services, remand centers, and client transport.

The primary task of the HR department is to contribute to the Swedish Prison and Probation Service having good conditions to further develop its ability to achieve its goals by being an attractive employer, workplace, training provider, and partner that makes a difference in society.

The Unit for Operational HR is tasked with identifying, developing, implementing, and monitoring employer support for managers within the Swedish Prison and Probation Service. The unit provides operational HR support, advice, and guidance so that managers are strengthened in their employer role and their ability to lead operations and employees increases.

Job Description

We are now looking for an HR Expert for the Unit for Operational HR, based at the Regional Office in Örebro. At the regional office, you will be part of a team led by the HR Manager, together with other HR colleagues, responsible for professional HR delivery. As an HR Expert at the Swedish Prison and Probation Service, you will independently support, guide, and train operational managers on issues across the entire HR area, with a special focus on labor law matters and workforce planning. You may also have greater responsibility for some of our operations, which may involve working with both long-term and short-term support in individual cases and group-level matters.

You will negotiate within the personnel area regarding, among other things, wage formation, organizational and individual issues, as well as continuously working to maintain and clarify the Swedish Prison and Probation Service's strategies and policies, and the application of current agreements and legislation. You will be a support for managers with a special focus on workforce planning, and the assignment includes initiating, planning, and monitoring workforce plans. Internal and external collaboration is included, as well as investigations, analyses, and mapping within the workforce planning area. The role of HR Expert in workforce planning at the Unit for Operational HR constitutes important support for the region's workforce planning. You will work with workforce planning issues at both strategic and operational levels. You initiate, drive processes and development work, and contribute with new perspectives and improvement needs.

You are meticulous and keen to contribute to achieving operational goals with quality and great engagement. The workload can be uneven, which places demands on stress tolerance and prioritization skills.

We are looking for you who have:

  • An academic education with an HR focus, or alternatively another academic education combined with experience that the Swedish Prison and Probation Service deems relevant
  • Many years of broad experience from qualified, independent work as management support within the HR area
  • Experience in driving and maintaining processes with several internal and external actors
  • Experience working with workforce planning at both strategic and operational levels
  • Ability to express yourself well in speech and writing in Swedish
  • Very good knowledge of the Office package
  • Experience working structured and efficiently in several digital systems simultaneously

The following are also meritorious:

  • Experience of HR work within the public sector
  • Experience of preparing materials and presentations in various contexts
  • Experience of working with personnel investigations
  • Good knowledge of public sector labor law
  • Knowledge of competency-based recruitment.
