With nearly 250,000 inhabitants, Uppsala is Sweden's fourth-largest city, combining the pulse of a large city with the proximity and intimacy of a smaller town. Uppsala Municipality purchases goods and services worth several billion kronor every year. Therefore, efficient, business-like, and strategic procurement work is an important tool for achieving the municipality's goals and contributing to economic, social, and ecological sustainable development. We in the Procurement Department are responsible for the municipality's framework agreements and object-specific procurements. We currently consist of approximately 46 employees distributed across 4 units: two procurement units, a purchasing unit, and the follow-up unit.

The Follow-up Unit supports procurers and operations in developing extended requirements regarding sustainability, supply security, and finance, as well as following up on these extended requirements in contracts. The follow-up work also includes monitoring invoices, where the unit works strategically with sample checks and deeper audits.

Description of Duties

As a Contract Controller, you have a strategic and operational role focused on preventing, detecting, and countering welfare fraud, unfair competition, and unreliable suppliers. You are a specialist in the contract field and, through analysis, collaboration, and a consultative approach, you contribute to strengthening the quality of our purchases and contracts and ensuring that public funds are used correctly. You work closely with managers, procurers, buyers, and other specialists throughout the municipality and become an important partner in matters concerning contracts, follow-up, and development. You analyze contract compliance through sample checks and audits, follow up on purchasing patterns and other statistics to identify areas for improvement.

Summary of Duties:

  • Develop and coordinate the municipality's work with contract follow-up, purchasing, and preventive work against welfare fraud.
  • Support buyers within the municipality in contract follow-up and supplier follow-up.
  • Collaborate with procurers, legal, finance, e-commerce, sustainability, and other operations.
  • Communicate and act as an ambassador, establishing and developing relationships with suppliers and employees in operations.
  • Conduct negotiations together with the responsible procurer and/or buyer.
  • Draft texts for penalty payments and other sanctions, and realize these as needed during the contract period.
  • Conduct internal training and lecture externally about the municipality's work.

Qualifications

We are looking for you who have a post-secondary education with a focus on economics, law, procurement, or equivalent, or alternatively equivalent knowledge acquired in another way. To succeed in the role of Contract Controller, it is important that you have an interest in purchasing and contractual relationships. In addition, you need to have good knowledge of Microsoft 365 and especially Excel.

It is meritorious if you have previously worked as a Contract Controller in a public authority and have knowledge of procurement legislation. It is also meritorious to have experience working against welfare fraud or other economic crime.

In your role, you take responsibility for your tasks and structure your own work method, while driving your processes forward independently. As a person, you set high goals for yourself and work purposefully to achieve them, with a strong focus on results and a willingness to take on new challenges. You collaborate well with others and build good relationships by being receptive, communicative, and constructive in your handling of dialogue and potential conflicts. At the same time, you have a good ability to plan, organize, and prioritize your work effectively, setting clear time frames and adhering to them. You enjoy working with complex issues, where you analyze and break down problems into smaller parts to find well-founded and sustainable solutions.

Uppsala Municipality applies individual and differentiated salary setting according to the current collective agreement.

In your application, you must state your citizenship. Employment can only take place after verification of the work permit, which is required according to the Aliens Ordinance.

Employment with Uppsala Municipality may involve being placed on the war establishment.

Salary Form: Monthly salary.
Employment Type: Permanent position.
