Unit Manager for Procurement – Skövde Municipality

In this role, you play a key part within the Municipal Executive Board. Our mission is to lead and support the municipality's development. We create the conditions for our operations to achieve their goals.

The Municipal Executive Board consists of three functions: HR, Support and Development, and Economy and Business Control. As Unit Manager for Procurement, you belong to the Economy function and report to the Finance Manager. You lead an engaged and self-reliant team with broad competence. Together, we create a work environment characterized by collaboration, openness, and development.

The Procurement Unit consists of 12 employees, including the Unit Manager, procurement specialists, a procurement case worker, and a sustainability coordinator. The unit has access to legal support in procurement matters.

The Procurement Unit supports 9 municipalities, 5 municipal associations, and a number of municipal companies with procurement, procurement issues, and training. The unit's main tasks are to carry out procurements either for one of these parties or several jointly, manage contracts, and contribute to the unit's development work regarding processes, routines, and goals. We offer the possibility of remote work for part of your working hours.

We are looking for an experienced and engaged leader to lead and further develop the unit's work. You drive improvement work and, together with the team, develop working methods, tools, and processes. The role is both operational and strategic – you work closely with your team while also helping to set the direction for the municipality's procurement work.

Responsibilities

As Unit Manager for Procurement, you are part of the management group for the Economy and Business Control function, where you, together with other unit managers within the function, are responsible for ensuring that the operations work towards overarching goals and visions.

We want you to be involved and take responsibility for the whole picture. We appreciate that you take initiative and share ideas and feedback. Your primary focus is to lead and further develop the unit's work.

Main responsibilities:

  • Lead and distribute daily work within the unit.
  • Be responsible for the unit's economy, personnel, and operations.
  • Participate in the Economy Function Management Group.
  • Be responsible for the municipality's strategic development within procurement.
  • Ensure that procurements are carried out legally, commercially, and in accordance with current legislation.

Qualifications

We are looking for someone who has:

  • A relevant higher education degree in fields such as law, economics, public administration, or other education/experience deemed equivalent by the employer.
  • Several years of experience in public procurement at a strategic or operational level, where you have also developed procurement strategies and processes and conducted complex procurements.
  • In-depth knowledge of the Public Procurement Act (LOU).

Merits for the position:

  • Experience working as a manager with responsibility for personnel, economy, and operations.

As a person, you have strong leadership skills, allowing you to inspire, guide, and develop employees in teams and projects. You have excellent communication skills, enabling you to present and report to political bodies and other operations in a pedagogical manner. You are analytical and have the ability to grasp complex data or contexts. We also expect you to take significant responsibility for monitoring and ensuring that conducted procurements comply with laws, guidelines, and good ethics.

Employment type: Permanent position.
