Every day, over 40,000 people use Umeå Municipality's digital services. Behind every login, permission, and digital identity lies an advanced identity platform that ensures the right access to the right resources at the right time.
We are now looking for two IAM specialists who want to help develop the next generation of identity and access management in one of Sweden's largest municipal IT environments. With us, you will have the opportunity to work with the entire identity lifecycle – from automated provisioning and federated login to governance, attestation workflows, role models, and the future Zero Trust architecture.

About our environment
Our IAM platform currently manages identities, permissions, and access for:
- Approximately 40,000 users
- Over 300 integrated business systems
- Active Directory
- Microsoft Entra ID
- Google Workspace
- Federated identity solutions such as ADFS, SITHS, BankID, and Freja eID
We already work with a high degree of automation where identities and permissions are provisioned based on organizational affiliation, employment, assignments, and roles. At the same time, we are undergoing a comprehensive modernization of our IAM, IDM, and IGA architecture to meet future requirements within:
- GDPR
- NIS2
- Cyber Security Act
- Traceability and auditing
- Zero Trust
- Least Privilege
This means you will have the opportunity to influence the design, architecture, and implementation of the next generation of identity management.
What you will work with
With us, you will not only work with operations or support. You will be an active part of:
- developing and maintaining the municipality's IAM and IGA platform
- designing identity and permission models
- building integrations with business systems
- developing automated provisioning and deprovisioning
- establishing access control (RBAC/ABAC)
- implementing attestation and governance processes
- ensuring compliance with NIS2, GDPR, and the Cyber Security Act
- further developing our federation and authentication platform
- participating in architecture and security work together with business units and IT

What we are looking for
We are looking for you who want to design, secure, and build what we will have tomorrow, as well as refine what we have today. To succeed in this, you need to have:
- High school education
- A few years of experience working with identities, permissions, and secure access (Identity & Access Management (IAM))
- Fluent Swedish in both speech and writing, as well as good knowledge of English
We also believe you have experience in one or more of the following areas:
- IAM
- IDM
- IGA
- Directory services
- LDAP
- Federation
- Permission management
- IT security
- System integration
The most important thing is not which product you have worked with previously, but that you understand identities, permissions, and secure access.
If you have experience with OpenText Identity Manager, SailPoint, Omada, One Identity, Saviynt, Okta, or Microsoft's identity platforms, we see this as meritorious, as well as if you have post-secondary education in IT.

- You actively contribute to the team developing new solutions where the principle of least privilege and traceability are a given.
- You discuss without hierarchy. You can challenge existing choices and weigh technical alternatives without being locked into a single vendor ecosystem. We value that you can see when standards (e.g., SCIM, OIDC) should be prioritized over custom development for long-term sustainability.
- You communicate with the business. A large part of the work involves translating complex technical security decisions into understandable benefits for system owners and administrations lacking a technical background. You bridge this gap brilliantly together with the IAM team.
