The Water Authority
The County Administrative Board of Västmanland is also the Water Authority for the Northern Baltic Sea catchment area, which covers seven counties and about 70 municipalities. The Water Authority has extensive cooperation with the other four regional water authorities and collaborates with a number of actors both nationally and within the district.
About 10 people work at the Water Authority's secretariat. Our main area of work is to comply with and implement the EU Water Framework Directive. We safeguard the value of water in Sweden by mapping status, identifying impacts, providing basis for decisions in the water delegation regarding legally binding measures and environmental quality standards for water in our district, as well as long-term management plans. The Water Authority has received a new assignment concerning risk assessment and risk management of catchment areas for drinking water sources. The Water Authorities have previously worked with drinking water occurrences in connection with the EU Water Framework Directive in close cooperation with the other four water authorities in Sweden, relevant county administrative boards, municipalities, and central authorities such as the Swedish Agency for Marine and Water Management and SGU.

Job Description
The work initially involves, together with cooperating authorities, designing how the Water Authority's assignment within the Drinking Water Directive should be carried out during the coming management cycle. You will among other things work with risk assessments in catchment areas for drinking water sources, with a focus on surface water, as well as with other issues of significance for water supply in general. This means analyzing regulations, developing work processes, and creating methods for assessing risks in catchment areas that could cause deterioration of raw water quality. Much of the practical work, such as risk assessments, is carried out by case handlers at all county administrative boards in the country, and an important task for you will be to coordinate this work. The work is largely carried out in the water authorities' national working groups and networks. This requires you to be able to create and maintain good collaborations even remotely.
Part of the position also involves collaborating with municipalities and drinking water suppliers in the district to create understanding for the risk assessments that have been conducted and the necessary remediation work, and in the long term to promote good data supply between actors within the district. Additionally, other ongoing water management work may be included in the position depending on competence and interest.
Qualifications
You have an academic education in natural sciences with a focus on limnology, toxicology, environmental chemistry, hydrology, or another relevant education.
It is meritorious if you have:
- Experience working with drinking water-related issues, such as drinking water production and hazard analyses
- Experience handling, analyzing, and interpreting large data sets, as well as good familiarity with applying statistical methods
- Knowledge of different methods for risk assessments, within for example water management, water protection areas, or contaminated sites
- Experience working with water management
- Experience working with environmental or water law issues
- Experience collaborating between different societal actors
