About the Position
The HR Business Area is part of the Municipal Executive Board, where the staffing unit, payroll unit, and HR unit, together with the HR staff, manage, support, coordinate, provide service, and develop HR matters.
The administration is looking for a new Unit Manager for the HR unit, as the current manager is moving on to new challenges. The role is central to the continued development of the municipality's employer function and entails overall responsibility for leading, developing, and ensuring the quality of HR support to the municipality's managers in close collaboration with the HR staff.
As Unit Manager, you are one of the HR Director's closest colleagues and are part of the business area's management group, where you jointly have responsibility for developing, driving, and monitoring the entire business area. You report directly to the HR Director.
You lead the HR unit, which consists of nine HR partners and two HR administrators. The unit is responsible for providing qualified and business-oriented HR support to the municipality's approximately 170 managers, as well as for the management and administration of several HR systems.
In this role, you have personnel, budget, and work environment responsibility for the unit. You create the conditions for a strong, collaborative, and development-oriented team where engagement, knowledge sharing, and close collaboration characterize daily work.
The assignment includes, among other things:
- Leading, developing, and monitoring the HR unit's operations
- Ensuring professional and equitable HR support
- Continuing to develop a more consultative and business-oriented approach
- Developing employee competence
- Ensuring functional system management, HR administration, and internal control
- Actively contributing to and driving continued development together with employees and managers
WHO WE ARE LOOKING FOR
We are looking for you who have an academic degree in HR/personnel science of at least 180 higher education credits or other education assessed as equivalent. You have several years of experience in qualified HR work within municipal or other public operations, as well as good knowledge of labor law and HR processes. Furthermore, you have experience in providing qualified consultative HR support to managers and have worked with development and change work. You also have experience in digitalization work and see the opportunities in developing operations and processes with the support of digital solutions.
Meritorious experience includes:
- Experience in managerial roles with personnel, budget, and work environment responsibility
- Experience leading HR operations or equivalent
- Experience in system management within HR
- Experience in business development, project work, and process leadership
- Experience in process compliance

At the same time, you are unpretentious and value collaboration, knowledge sharing, and good relationships, both within your own unit and with the rest of the organization.
To succeed in the role, you have a holistic perspective and work in a structured manner with good analytical skills. You are pedagogical and communicative, easily create understanding and engagement, and are clear in your expectations, decisions, and follow-up.
