We are looking for a Unit Manager for Forecast, Analysis and Support to join the City Management Administration in the City of Mölndal. This is a unique opportunity to lead and develop a key function in the city's ongoing work with strategic control, analysis, and long-term planning. You will become a central actor in strengthening the quality of the city's decision-making basis and contribute to a more coordinated, sustainable, and efficient management of the entire municipal group.

About the City Management Administration
The City Management Administration leads and coordinates the municipality's overarching functions and creates the conditions for the city's political bodies, administrations, and companies to achieve their goals. Responsibilities here include, among others, economy, planning, follow-up, and strategic development. The administration plays a central role in translating political decisions into concrete operational benefits and in developing the city's working methods for planning and follow-up.

About the position
As Unit Manager for the Forecast, Analysis, and Support Unit, you will have a central and strategic role in Mölndal's urban development.

The unit is newly established within the finance department and is in a setup phase, meaning you will have an important role in shaping working methods, collaboration, and the continued development of the assignment. The mission is to strengthen the city's tactical and strategic capabilities in analysis, forecasting, financial control, and follow-up, while ensuring qualified operational support to the city's operations. The unit is responsible for both group-wide and city-wide overarching analysis and forecasting work, as well as operational financial support and business support to parts of the city's administrations and companies.

The unit consists of two groups with different but complementary assignments. The Forecast and Analysis group works with city- and group-wide analysis, forecasts, scenario planning, consequence analyses, and strategic decision support to strengthen the city's long-term control and planning. The Operational Support group works closely with administrations and companies on financial control, budgeting, forecasting, follow-up, and analysis to strengthen the operations' ability to plan, prioritize, and control.

Together, the groups create conditions for connecting the operations' needs and prerequisites with the city's overarching analysis, control, and priorities.

The assignment includes developing analysis capacity, scenario planning, consequence analyses, and strategic decision support in close collaboration with the city's operations and leadership. You have direct personnel responsibility for a total of fifteen employees, six within the Forecast and Analysis group and nine within the Operational Support group.

In the role, you lead and develop the unit and create common working methods that provide a clear holistic perspective in the city's control. You work closely with the Finance Director, City Management, Administration Directors, and companies, and actively contribute to the development of the group's financial control, goal-oriented management, and planning processes.

The assignment combines strategic leadership with clear operational responsibility. You ensure that analyses and follow-ups do not stop at reports, but are translated into practical control, priorities, and development in the operations.

The role will also be part of the city's corporate leadership.

Your profile
We are looking for you who have experience leading and developing qualified analysis, control, or development work in complex organizations. You have a good understanding of financial control, forecasting, follow-up, and analysis, and understand how these parts together create conditions for strategic decisions and long-term planning.

You are a secure and clear leader who thrives in contexts where many perspectives, interests, and dependencies meet. You lead through collaboration, structure, and trust, and have the ability to translate strategic ambitions into concrete and sustainable working methods, where every employee can grow and develop in their assignments.

To succeed in the role, we see that you:

  • have experience of qualified work within finance, control, analysis, forecasting, or business development
  • have worked in complex organizations with many stakeholders
  • have experience leading employees, teams, or qualified specialist functions
  • have experience of change and development work
  • can produce and use analyses and decision support for leadership and control
  • have a good ability to work across organizational boundaries

Experience from municipal or other politically governed operations is meritorious, as is experience of scenario planning, investment control, group perspective, or corporate governance.

As a person, you are analytical, structured, and pedagogical. You have an easy time making complex contexts understandable and creating engagement and understanding in others. You are unpretentious, collaborative, and have the courage to challenge existing working methods when needed.
