Acting Head of Function for Land Surveying in Umeå

RESPONSIBILITIES

As the acting Head of Function, you lead and are responsible for the function's operations, where employees work in teams and jointly process land surveying proceedings. The function in Umeå is part of the northernmost unit of Land Surveying, covering all of northern Sweden between Kiruna and Hudiksvall. The unit currently consists of ten functions in total, two of which are located in Umeå.

You will be an important part of our management group, which consists of colleagues from different locations within the unit as well as a unit manager. You are expected to achieve results through a clear employer role combined with created trust and confidence in others.

As the acting Head of Function, you have personnel and work environment responsibility. This means you are responsible for the function's employees, their competence development, and for creating conditions so that employees can perform their duties well. We apply a team-based working method, which requires you to actively work to develop broad and well-functioning teams. You are also responsible for the function's economy according to the delegation order.

Furthermore, you conduct employee, salary, and follow-up interviews and are responsible for ensuring your employees have a good work environment. The position involves extensive collaboration with colleagues within and outside the unit, as well as some external contacts with, for example, municipalities and other government agencies. Your place of work will be in Umeå, but travel within the unit will occur.

To meet the expectations placed on you, you as a manager at the Swedish Land Survey receive a clear mandate with authority and delegated responsibility. In addition, we offer you the support you need in areas such as economy, HR, and communication.

The position with us involves placement in a security class. Security clearance with register control will be conducted before employment.

QUALIFICATIONS

As a manager, you have operational responsibility and lead the development of operations by leading others. This requires flexibility, self-awareness, and a good understanding of others, as well as the ability to adapt your leadership to the current situation.

We are looking for you who have good leadership qualities and a university education relevant to the position. It is meritorious if you have previously worked as a manager with personnel and operational responsibility. We also consider it meritorious if you have education in land surveying, law, or urban planning, management experience from another government agency, experience from the urban planning sector, or experience in legal work.

We place great emphasis on your personal qualities and want you to have good leadership skills and the ability to lead change. You are a stable person with a high degree of personal maturity and have a professional attitude towards your employees. This means you show interest in utilizing employees' knowledge and strengthen them in their professional roles while contributing to creating an encouraging and positive work environment in the group. You are a good colleague manager by supporting your colleagues in the management group and working for the entire unit's results. You have a clear employer role by implementing and following up on decisions and changes in operations. We consider it important that you are receptive, communicative, and resolve conflicts constructively. You also need to have good planning skills and be able to handle administrative tasks.

As we have many external and internal contact surfaces, it is important that you can collaborate with others, are receptive, and conduct your dialogues in a constructive manner. You are a good communicator who ensures that the message is clear to all parties involved, and you express yourself well in Swedish, both orally and in writing.
