Boverket is the national authority for planning, construction, and housing. We aim to contribute to a sustainable society with good housing in vibrant environments. Our focus lies on issues related to the built environment, management of land and water areas, physical planning, construction and management of buildings, housing, and housing finance. Since July 2025, Boverket has also served as the emergency preparedness authority within the emergency preparedness sector for industry, construction, and trade.

Boverket's headquarters is located in Karlskrona, with a smaller office in Malmö. Today, approximately 250 people work at the authority, including architects, civil engineers, economists, lawyers, communicators, planners, and social scientists.

Your role with us

Are you a lawyer interested in emergency preparedness issues? Boverket is currently seeking a lawyer for our Preparedness and Market Control unit. We offer varied tasks and membership in various teams consisting of lawyers, engineers, other experts, and case handlers. In these teams, you are expected to contribute based on your competence and experience so that you can jointly find solutions to complex issues and create common deliverables.

You will, among other things, work in a project regarding legislative preparedness within the construction and infrastructure sector. Together with project managers, lawyers, and experts, you will map out obstacles in current legislation and identify the need for changes, for example, due to Sweden's NATO membership or EU legal requirements. Based on these analyses, the team will develop prioritized legislative proposals aimed at facilitating crisis management, faster reconstruction, and more efficient coordination between actors. The work is carried out in collaboration with public and private actors.

Your duties also include work on supply preparedness within the construction and infrastructure sector. Supply preparedness is a central part of actors' emergency planning and Sweden's development of total defense, and is a prerequisite for society to continue functioning. Access to construction materials, machinery, and services is necessary to enable construction, repair, clearance, and restoration of, for example, vital societal functions. Together with the teams, you will investigate legal issues in the form of opportunities, limitations, contracts, etc.

In the future, it will also become relevant to work with other parts of the authority's legal issues, both within the unit and in other units.

Your competency profile

We are looking for you who have current and relevant experience in legal work and a good ability to reason, evaluate, and develop legal issues. Preferably, you have worked as a lawyer within state/municipal operations, or alternatively as a consultant in the private sector with corresponding issues. You have good knowledge of administrative law. Fundamentally, you have a law degree or other relevant academic legal education.

We value if you have one or more of the following experiences:

• relevant work within state or municipal administration,
• emergency preparedness issues,
• confidentiality assessment of cases of the above type,
• legislative drafting/regulatory work,
• work with investigations, investigation methodology,
• notarial qualifications.

To thrive in the role of a lawyer at Boverket, you need to be able to work in a goal-oriented and structured manner, have a good ability to work in development projects with flexible goals, be analytical, have good self-leadership, and good collaboration skills. Some work tasks are performed in teams, while others are done independently. This requires that you have your own drive and good initiative-taking ability to contribute to the team reaching its goals. Since you will work with emergency preparedness issues, it is also of great importance that you are meticulous and security-conscious. The duties include both advisory services and regulatory enforcement, which entails requirements for objectivity, professionalism, and a high degree of service. You must also be able to communicate clearly and pedagogically in speech and writing in both Swedish and English. We place great importance on these personal skills.

The employment

This position is classified for security clearance, and Swedish citizenship is a requirement for employment. A security clearance check will be conducted in accordance with current security protection legislation prior to the decision on employment. The position is a permanent employment at the headquarters in Karlskrona with start date as agreed. Boverket's new headquarters in Karlskrona is a state-of-the-art workplace that promotes an activity-based working method, community, and a good work environment.

At Boverket, there is also an opportunity for you as an employee to agree to work remotely up to 49% of working time, when and provided that the tasks allow it.
