Boverket is the national authority for planning, building and housing. We aim to contribute to a sustainable society with good housing in vibrant environments. Our focus is on issues related to the built environment, management of land and water areas, physical planning, construction and management of buildings, housing and housing finance. Since July 2025, Boverket has also been the emergency preparedness authority within the emergency preparedness sector for industry, construction and trade.
Boverket has its headquarters in Karlskrona, with a smaller office in Malmö. Today, approximately 250 people work at the authority, including architects, civil engineers, economists, lawyers, communicators, planners and social scientists.

Your role with us
Are you a qualified investigator and interested in emergency preparedness issues? Boverket is growing after becoming an emergency preparedness authority and is currently seeking an investigator to strengthen our emergency preparedness work. We offer varied tasks together with different teams consisting of lawyers, engineers, experts and investigators. In the teams, you are expected to contribute based on your competence and experience so that you can jointly find solutions to complex issues and create joint deliverables.
As an investigator, you will primarily drive and contribute to the work with the development of risk and vulnerability analyses (RSA) as well as risk and vulnerability assessments in the coming years, where you map threats and identify measures to strengthen crisis preparedness. This is a process that is under development, which gives you great opportunities to influence and impact how we create well-functioning processes and working methods.
An important part of the work is also ongoing environmental monitoring, where you contribute by analyzing information and compiling situation reports in collaboration with both internal and external parties.
In addition, you may participate in various investigations regarding both internal and external socially important activities to contribute to the development of the emergency preparedness sector for industry, construction and trade. Depending on your previous experience, work in different projects may become relevant. Your unit is currently working on several projects within regulatory preparedness in the construction and infrastructure sector as well as supply preparedness in construction and infrastructure. In the long term, it may also become relevant to work with other parts of the authority's emergency preparedness issues. You will work closely with the authority's security protection function and emergency preparedness coordinator. It may become relevant for you to be involved in the development or revision of various emergency plans, continuity plans or exercise activities.
Your competence profile
We are looking for you who have current and relevant experience of emergency preparedness work and/or relevant qualified work in a socially important activity. Preferably, you have worked as a risk analyst, specialist within RSA, emergency preparedness handler or investigator within state/municipal operations, or alternatively as a consultant in the private sector with corresponding issues. You have previous experience of risk and vulnerability analyses and are skilled in evaluating and developing complex issues.
We particularly value that you have experience in several of the following areas:
- collaboration with actors at central and regional level,
- environmental monitoring,
- collect, compile and share situation reports,
- supply analyses,
- development of emergency plans, continuity plans or similar,
- work with investigations, investigation methodology,
- process work and process development,
- exercise activities.
At the core, you have a relevant academic education in, for example, crisis management or risk and vulnerability analysis, political science, law, social science, or other education combined with relevant experience that can be assessed as equivalent.
To thrive in the role of investigator within emergency preparedness at Boverket, you need to be able to work in a goal-oriented and structured manner, have a good ability to work in development projects with flexible goals, be analytical, have good self-leadership, and good collaboration skills. Some work tasks take place in teams and other parts take place independently. This requires that you have your own drive and good initiative-taking ability to contribute to the team reaching its goals. Since you will work with emergency preparedness issues, it is also very important that you are careful and security-conscious. The tasks include both advice and authority exercise, which implies requirements for objectivity, professionalism and a high degree of service. You also need to be able to communicate clearly and pedagogically in speech and writing in both Swedish and English. We place great importance on these personal skills.

The employment
This position is placed in a security class and Swedish citizenship is a requirement for employment. A security check will be carried out in accordance with current security protection legislation before a decision on employment. The position is a permanent position at the headquarters in Karlskrona with access according to agreement. Boverket's new headquarters in Karlskrona is a state-of-the-art workplace that promotes an activity-based working method, community and a good working environment.
At Boverket, there is also the possibility for you as an employee to enter into an agreement to work remotely up to 49% of working time, when and provided that the tasks allow it.
