The Swedish National Board of Institutional Care (SiS) is a government agency responsible for individually adapted compulsory care for young people with complex psychosocial problems and for adults with substance abuse issues. SiS also operates closed youth care facilities across the country, including youth homes and homes for adults with substance abuse problems. Working at SiS offers a challenging and rewarding career. Regardless of your role or location within our organization, you play a vital part in creating life-changing impact.

At our headquarters in Solna Business Park, approximately 400 employees work together to support and develop the agency, which has a total workforce of around 5,000 employees nationwide.

Job Description

We are looking for a Division Director for our newly established Division for Operational Development. You will contribute to SiS’s important mission during a period of extensive organizational change, where operations are being developed on multiple fronts simultaneously. We are adapting our working methods to meet new and evolving needs in society and within our own operations. We believe that developmental and engaged leadership is crucial for meeting today’s and future challenges.

As Division Director for Operational Development, you will be a key figure in driving operationally close development and providing operational support within healthcare, treatment, social and healthcare services, and education, with a clear focus on children, young people, and clients. The role is both strategic and development-oriented, carried out in close collaboration with the institutions, the three core business divisions, and other national divisions.

The division will serve as a clear driver for bringing the perspective of the homes to the national level, particularly regarding requirements in development matters. The division is responsible for knowledge management, standardization, quality leadership, and the development of evidence-based working methods within SiS’s core operations.

As Division Director, you hold operational, budgetary, and personnel responsibility for the division and direct reports. The division currently consists of four sections.

You report to the Director General and provide strategic support to both the Director General and the Deputy Director General. You are a member of the leadership group for core operations, led by the Director General, and also part of the agency’s national leadership group, where you share responsibility for the entire agency alongside the Director General, Deputy Director General, and other Division Directors.

Qualifications

You must have:

  • Experience working with our target groups.
  • An academic degree within one of the areas relevant to the division’s mission.
  • Extensive leadership experience with responsibility for operations, budget, and personnel.
  • Several years of experience leading development initiatives in a complex organization.
  • Significant experience in internal and external collaboration with proven results.
  • Experience managing managers.
  • Experience handling media attention.
  • Strong communication skills and proficiency in both spoken and written Swedish and English.

It is meritorious if you have:

  • Experience with geographically dispersed operations and "24/7 operations".
  • Experience working in the Government Offices (Regeringskansliet).
  • Experience working in strategic or national leadership groups.

To succeed in this role, we look for someone with a strong commitment to society’s most vulnerable, who takes responsibility for the big picture and embodies SiS’s vision and goals. You create conditions for good results, tackle challenges, and act with courage when needed. You are a role model, trust the competence of your colleagues and employees, and encourage development and personal responsibility. You involve your staff in the agency’s development work, foster active employee engagement, and promote a learning organization. You facilitate good cooperation within SiS and with external partners, and are communicative in creating dialogue, participation, and engagement.

At SiS, we value good leadership. This means taking responsibility for the whole, acting as a role model, driving development, promoting cooperation, and communicating clearly. Read more about employee relations and leadership (https://www.stat-inst.se/jobba-hos-oss/medarbetarskap-och-ledarskap/).
