The County Administrative Board works on behalf of the government to ensure that national goals are implemented in the county. Our broad operations cover environmental, nature, cultural environment, business, urban planning, rural development, emergency preparedness, and total defense issues. In dialogue with other actors, we coordinate various interests and promote sustainable development on Gotland.

More than 150 people work here, and our head is the County Governor, Charlotte Petri Gornitzka.

Description

We are now looking for a Deputy Unit Manager who will lead the rural development area at the Rural Development Unit of the County Administrative Board in Gotland County. You will be employed as a case officer with a time-limited appointment as deputy manager. The appointment is for two years and may be extended.

The unit is led by a Unit Manager who is also the Rural Development Director and consists of a total of 29 employees. We are now reorganizing the unit into three overarching areas of operation, each of which will be led by a Deputy Unit Manager:

  • rural development
  • area and animal-based support
  • animal welfare, primary production, and veterinary issues

The Rural Development Unit

The Rural Development Unit is one of seven units at the County Administrative Board in Gotland County. The unit's overarching task is to work regionally for the EU's and Sweden's agricultural, fisheries, and rural development policies. This involves processing various types of EU support for agriculture and rural areas within the framework of Sweden's strategic plan for the Common Agricultural and Rural Development Policy. In addition, it includes actively contributing to the implementation of strategies at the regional level. The task also covers veterinary issues such as animal welfare, food control, disease protection, and pre-approval of animal housing. The unit also works to promote the development of green industries and the countryside through various competence and information initiatives. The operations should contribute to a vibrant countryside with equal opportunities for entrepreneurship, work, housing, and welfare, leading to long-term sustainable development for the county.

A large part of the unit's operations consists of performing controls and making decisions within animal welfare, disease protection, and food safety, as well as applications for area and animal-based support. The unit carries out its tasks, among other things, by communicating internally and externally, for example with industry organizations, animal breeders, and the media.

Responsibilities

The rural development area consists of two parts; processing support applications and payments within project and investment support, as well as implementing competence development projects within the strategic plan for the common agricultural policy. Currently, the projects Greppa Näringen, A Rich Cultivated Landscape, and Organic Production are included. The working group consists of eight employees, including one operations coordinator.

As Deputy Unit Manager with primary responsibility for rural development, you lead, plan, and evaluate the work within the operations. You have responsibility for the area, including personnel and work environment responsibilities, and partly budget responsibility. The budget work is done in cooperation with the Unit Manager, and you represent the Unit Manager when necessary. You will be part of the unit's management group and participate as a representative of the authority in several networks and collaboration groups.

You motivate and support employees so that the goals for the operations are achieved in an efficient manner. Your tasks also include conducting salary and employee interviews.

As a Deputy Unit Manager, a significant part of your position will consist of operational work with case processing and other tasks within your area of operation. It is therefore important that you have practical experience in case processing or project management within the framework of the strategic plan for the common agricultural policy.

Qualifications

We are looking for you who have: A university degree or other equivalent education that the employer considers relevant for the position. Experience of leading work/operations in a work group. Experience of case processing or project management within the framework of the strategic plan for the common agricultural policy. Experience of collaborating both internally and externally and having good ability to express yourself in speech and writing in Swedish.

The following qualifications are meritorious: Experience of working as a manager with personnel and work environment responsibility. Experience of working in public operations. Experience of budget responsibility. Knowledge of the conditions of agriculture and the prerequisites of the countryside. Basic knowledge of Swedish food production.

As a leader, you are stable, goal-oriented, and have an easy time communicating and leading with clarity and structure. You can build good relationships, handle conflicts, and have the ability to create a good collaboration climate. You have a good ability to collaborate internally and externally at different levels, e.g., in various collaboration councils with the industry or national networks. You can express yourself well in speech and writing and are accustomed to holding dialogue with different parties. You should be structured and have the ability to drive your work in an efficient manner.

The County Administrative Board has coordination responsibility within both crisis preparedness and total defense in the county. This means that as an employee, you may become part of the crisis management organization and may be placed in wartime duties.
