We are now looking for two experienced procurement specialists who want to help develop the municipality's purchasing activities. One of the positions has a specific focus on contracting and construction-related procurements. The positions are being filled due to retirement.

Your Role

With us, you independently drive advanced procurements from needs analysis to contract, responsible for legal, commercial, and strategic assessments according to LOU/LUF (Swedish Public Procurement Act). You handle appeals, ensure quality assurance of processes, and act as a qualified advisor to operations and management.

Our purchasing operations are on a development journey where we are implementing category-based purchasing work. This means that you not only conduct procurements – you also help develop structures, working methods, and future solutions.

As a procurement specialist with us, you are also expected to:

  • contribute your expertise and support colleagues through knowledge sharing and mentoring
  • conduct internal training and contribute to the development of operations
  • be a reliable and professional partner in a politically governed organization

One of the positions has a special focus on contracting and construction-related procurements. In this role, you are responsible for procurements within construction and infrastructure projects and work closely with operations throughout the entire process – from needs to contract.

Your Qualifications

We are looking for someone who is confident in their professional role, analytical, and accustomed to making independent decisions in complex matters. You have a sharp legal approach and simultaneously understand the strategic needs of the operations.

We see that you have:

  • an academic education in law, economics, social sciences, or another education that the employer deems equivalent
  • at least 5–7 years of experience in public procurement
  • very good knowledge of LOU and relevant case law
  • excellent ability to express yourself in Swedish, both orally and in writing

Meritorious:

  • experience with contracting procurements
  • knowledge within AB/ABT/AMA (Swedish standard construction contracts)
  • advanced competence in environmental and sustainability requirements
  • experience with e-Avrop and Marknadsplatsen
  • experience with food procurements

For candidates who proceed to the interview stage, we will request an example from a previously conducted procurement. This could be a procurement you have driven from start to finish, or a part of a more extensive process where you had a central role. The material will be used as a basis for the interview to provide a deeper insight into your experience and working methods in practice.
