Procurement Officer for MEX and Project Department

MEX and Project Department

At the Technical and Community Planning Administration's MEX and Project Department, we are about 50 employees working with land and development issues as well as implementing development projects and the region's investment projects in the form of construction, land, and infrastructure projects.

The procurement and purchasing resources in the department collaborate and support each other in complex procurements. With us, there is a high ceiling, laughter is close at hand, and we have a strong desire to find good and sustainable solutions together.

Your Responsibilities

In this role, you will be responsible for planning, leading, and executing procurements throughout the entire process – from needs analysis and market dialogue to award and handover of contracts.

You will work closely with project managers, technical specialists, and business representatives to ensure that the procurements are conducted commercially, legally, and in line with the organization's goals.

Your work will include, among other things:

  • independently leading and conducting procurements according to LOU and LUF
  • being responsible for construction procurements according to AB, ABT, and AMA AF
  • being responsible for certain consulting procurements according to ABK and AMA AF
  • developing administrative regulations, requirements specifications, and contracts as well as packaging tender documents
  • conducting market analyses, risk assessments, and supplier dialogues
  • qualifying, evaluating, and negotiating with suppliers when applicable
  • ensuring that procurements are conducted according to legislation and internal guidelines
  • developing decision-making materials and contributing to commercial procurement strategies
  • collaborating with project managers and other internal stakeholders throughout the procurement process
  • ensuring correct documentation, record-keeping, and contract handover
  • presenting cases in our political committees

Who are you?

To succeed in this role, we see that you have a post-secondary education in purchasing or procurement, law, economics, or equivalent. You have at least five years of experience in public procurement over the last ten years, as well as experience in construction or consulting procurements. Furthermore, you have good and documented knowledge of LOU and LUF, and are accustomed to working in procurement systems. You also have experience in procurement according to AMA AF and knowledge of AB, ABT, and ABK. Finally, you have experience in procurement within the construction or community planning sector.

You are confident in independently driving procurements and have a good understanding of both commercial and legal aspects of the procurement process.

As a person, you are structured, analytical, and have good collaboration skills. You thrive in a role where you work closely with the organization and contribute both competence and engagement.
