Description

Säffle municipality is in an exciting phase where we have introduced category management as a new way to work with purchasing and procurement for several years.

We are now looking for a procurement officer for the municipal executive office, a role where you will have the opportunity to work with purchases/procurements while being part of a team that drives development and improvement within the procurement process.

Responsibilities

As a procurement officer with us, you will:

• Be responsible for conducting procurements according to procurement legislation (LOU/LUF/LUK/LOV).
• Support the municipality's operations in purchasing and procurement issues and provide advice.
• Participate in the development work within the executive office, where we work with category management, e-commerce, and new working methods.
• Ensure that procurements are conducted with high quality, business acumen, and in accordance with applicable legislation.

Qualifications

We are looking for someone who:

• Has relevant education in law, economics, or purchasing and public procurement from a vocational college.
• Has experience in procurement according to LOU or similar regulations and can plan, lead, and drive procurement projects.
• Has basic knowledge of category-managed purchasing processes.
• Has basic knowledge of AMA and AB 04/ABT 06.
• Has basic knowledge of procurement systems e-avrop, where experience with e-avrop is an advantage.
• Can analyze purchasing data and purchasing patterns.
• Has the ability to assess when robustness, sustainability, and/or climate adaptation need to be considered in the procurement.
• Has basic knowledge of economic principles, accounting, and financing, as well as what drives costs over time.
• Has the ability to see what leads to good business for both parties.
• Is structured, meticulous, and has good communication and collaboration skills, along with the ability to see the big picture.
• Enjoys working both independently and in a team, and has an interest in development and improvement work.
• Has knowledge of or experience with basic digital tools and the ability to see the opportunities of digitalization and AI.
