Position as Head of Energy and Climate Function

The County Administrative Board is the government's representative in the county and coordinates regional development efforts. We work on issues related to environmental and nature conservation, rural areas, urban planning, animal welfare, preparedness, gender equality, integration, and cultural heritage. The position will be located in the Unit for Community Development, where about 35 people work primarily on issues related to housing, climate, energy, cultural heritage, infrastructure, GIS, social sustainability, and urban planning.

The unit is organized with a unit manager and four functional managers. The work in the unit is conducted in close collaboration with the county's municipalities, government agencies, businesses, organizations, and residents. The entire unit's work is based on legislation and specific government assignments.

Job Responsibilities

We are looking for a person to lead our energy and climate function within the unit. The energy and climate function currently consists of five employees. As a functional manager, you will work on behalf of the unit manager and have operational responsibility and personnel and work environment responsibility for the function within designated budget and planning frameworks. The role of functional manager also includes a task as energy and climate coordinator, where you play an important role in representing the County Administrative Board in energy and climate matters in both internal and external contexts. This means that the role of functional manager is both operational and strategic.

You will lead and distribute work within the function, help drive processes forward, and make decisions according to delegation. You need to be present in your leadership and follow up and prioritize work in dialogue with employees. You provide support and guidance to employees and create participation in daily work. You will also assist the unit manager with budgeting and reporting.

The County Administrative Boards are to lead and coordinate the regional implementation of energy and climate policy by, among other things, developing regional energy planning and promoting climate measures, with the aim of contributing to strengthened business development, reduced climate impact, improved energy preparedness, and secure energy supply. The County Administrative Board of Halland adopted a new regional energy and climate strategy in June 2025.

Tasks within the function include, among other things, promoting collaboration and offering support to national authorities, regional actors, and municipalities, as well as working for increased impact of national energy goals. The function also handles Klimaklivet, an investment support for local and regional measures that reduce emissions of carbon dioxide and other gases affecting the climate.

Other tasks within the employer's area of activity may also occur.

Qualifications

We are looking for you who have:

• a university or college degree as an engineer in the energy and/or climate field
• experience in leading personnel
• experience working in the energy and climate sector in the public sector
• a B driver's license
• good computer skills.

It is advantageous if you have experience in driving processes with many involved actors.

To succeed in the role of functional manager, you must be able to organize, plan, and prioritize the function's activities effectively and make decisions based on that. You need to be confident in your role as a leader and create participation and consensus around the priorities of the operation through your leadership. Therefore, it is essential that you are pedagogical and responsive to the needs of the operation.

Your ability to express yourself clearly in speech and writing is also a prerequisite for the position as you may represent the County Administrative Board in various contexts.

The work involves some contacts with the outside world, so it is important that you find it easy to make contact and build relationships. We see good collaboration skills and contributing to a positive work environment as prerequisites.

Conditions

The County Administrative Board may apply a six-month probationary period for this position.

The position may be classified in a security class, and in that case, we will conduct a security review with a background check according to the provisions of the Security Protection Act before the position is filled. The position may also be part of the County Administrative Board's crisis management and war organization.

The position will have agreed trust-based working hours.
