Space Security Officer

The Swedish Civil Contingencies Agency is the leading, directing and coordinating authority in civil defense. We ensure that society is prepared for crises, heightened readiness, and war.

Space is not only a place for research and exploration but also an arena for hybrid threats and attacks.

Protecting Swedish societal functions is not only about what happens on the ground but also about what happens far above our heads. Do you want to be part of it? Then perhaps you are our next colleague!

You will be part of the team at the Space Security Section. With us, you will have a developing role with meaningful tasks that are currently highly prioritized and contribute to building resilience in our society.

Your Responsibilities and Tasks

As a Space Security Officer, you will be involved in strengthening Sweden's participation in European space cooperation. The role is analytical and coordinating, combining policy work with technical understanding of space systems.

Your tasks include:

  • preparing decision and meeting materials for national and international meetings.
  • participating in meetings within EU cooperation, including travel.
  • summarizing, analyzing, and following up on meeting notes and decisions.
  • contributing to the coordination of Sweden's participation in the EU's space program.
  • analyzing technical and policy-related materials within space security.

The work involves handling complex issues where technical, security, and political aspects interact. You are responsible for independently driving your issues forward, and you will work in both a national and an international context. You are expected to be knowledgeable and, in some cases, involved in the development of existing and upcoming laws, policies, and governing documents at both national and international levels. You will have the opportunity to influence the international arena on space issues and to build a large personal network.

The work also includes participating in other tasks at the section and actively contributing to developing the section's working methods and approaches.

Your Knowledge and Competencies

We are looking for someone with a relevant academic degree, such as in engineering, political science, international relations, law, or equivalent. Furthermore, you have a documented ability to understand and grasp technically complex materials, and experience in qualified analytical, investigative, or coordinating work. You also have experience from a government agency or other public sector work, and an excellent ability to express yourself in speech and writing in both Swedish and English.

It is advantageous if you have:

  • experience working with EU issues or international processes, preferably within EUSPA,
  • a legal background and experience working with regulations – both developing new ones and analyzing existing ones,
  • a good understanding of space systems and how satellites, ground segments, and services interact,
  • experience in space policy, space security, or other issues related to dual-use areas within total defense.

In all our work, both internally and externally, we must act based on the government’s core values. As all employees and leaders with us, you are expected to act according to the agency's approach.

The approaches apply in everyday life, crises, and war. They should be seen as a whole and build on each other; collaborative – proactive - action-oriented.

With us, officers often handle tasks of various kinds simultaneously. This requires that you are structured and can plan, organize, and prioritize your work. This is to have the space and flexibility to handle tasks that need to be delivered on short notice. You enjoy working in a team and building relationships, while also independently planning, driving, and following up on your work. We place great importance on your personal qualities.

About the Employment

We offer you a permanent full-time position that begins with a probationary period. Your workplace will be Karlstad or Stockholm at our Tomteboda office, and travel may occur in the position.

The majority of our positions involve placement in a security class. Typically, Swedish citizenship is required. When placed in a security class, a security clearance with a background check will be conducted prior to employment according to Chapter 3 of the Security Protection Act. Most employees at the Swedish Civil Contingencies Agency are designated for military service.

About Us

The Space Security Section is tasked with increasing the space-related capability and resilience in civil defense and the preparedness system and protecting society's use of space services. The section works with space security-related issues within the EU, including participation in the work within EUSPA and coordinating Sweden's engagement in the EU's space program.

We make space data and space services available to preparedness actors and ensure that the space systems and services that society relies on are robust and function even in crises and war. We manage and prevent the consequences of threats from space, such as space weather and space debris. To raise awareness of threat scenarios, vulnerabilities, and risks associated with space services, we conduct continuous dialogues with relevant authorities and actors. We also work in a global perspective to develop and drive Swedish positions in international forums, primarily within the EU. The section is located in both Karlstad and Stockholm and consists of both more experienced and more junior employees.

All of us working at the Swedish Civil Contingencies Agency are expected to contribute to increased gender equality and equal treatment for a work environment and a society free from discrimination.
