Job Advertisement: Department Head for RIB

The Höglandets Rescue Service Association is a municipal association of which Nässjö and Vetlanda municipalities are members. We are responsible for rescue service operations within the geographical area, but also have other tasks in the accident prevention area such as supervision, fire protection control, and chimney sweeping. The organization has approximately 80 full-time employees, of which 55 are part of the emergency response operations. In addition, we have about 130 part-time firefighters, who play an important role when emergencies arise with their readiness at home/work.

About the Job

The Department for RIB (Rescue Personnel on Standby) is a central cog in our emergency response operations. Currently, there are nine part-time stations and two rescue posts. Since the reorganization in 2024, the department has gained a more prominent position. We see that the RIB employees are taking on an increasingly central role in an operation that is the foundation of the municipalities' civil defense. What works in wartime situations also works in peacetime crises. The department also coordinates the two RIB stations in Sävsjö municipality.

Your Mission

Your mission is to lead and drive the department's operations. The mission is based on three cornerstones: responsibility for personnel, finances, and operations. You lead your staff towards set goals and contribute to both the department's and the association's development. The department currently consists of about 140 people within the association. You will have the support of four full-time employees and thirteen station managers for each RIB station and post. The department's full-time employees work as coordinators and contact persons towards the RIB stations, as well as with marketing/communication and scheduling.

On January 1, 2027, it is likely that the association will gain another member as Sävsjö municipality has raised the question of joining. In Sävsjö municipality, there are two part-time stations with a total of about 40 RIB employees. One of your initial tasks will therefore be to integrate the rescue service in Sävsjö municipality with the association's operations.

Whether the position is part of the operational organization, in the role of incident commander, is open. We would prefer the RIB manager to have an operational role, but it is not absolutely necessary. The role of incident commander means that you will be on standby at home and at your workplace every fourth or fifth week, and can then be alerted to accidents around the clock.

The position is a permanent employment, and we would like to see a start as soon as possible.

Who Are You?

We are looking for someone who is an experienced leader, preferably from the public sector. You understand all dimensions and challenges of leadership and are not afraid of the extra effort that is sometimes required. It is an advantage if you have completed leadership training and thus gained the fundamentals of leadership.

Your professional background is not the most central. Your personal qualities are more important as you need to be able to create and maintain good relationships both internally and externally. As department head, and a part of our management team, you are required to be able to collaborate and cooperate.

The association is part of the regional collaboration RäddSam-F and in the role of department head, you are expected to drive and participate in various collaboration projects. It is an advantage if you have experience working with RIB operations or have been a RIB employee yourself. We consider it essential that you can express yourself well in both speech and writing. A driver's license (B) is a requirement.

To fulfill the operational mission, you must have completed MSB's training LK I Strength Leader with a passing result. It is an advantage if you have also completed LK 2 Incident Commander and have experience in the incident commander role. To be able to be on standby at home, you need to live in or in close proximity to our member municipalities.
