Background
Since October 1, 2022, Sweden has been divided into six civil areas.
The County Administrative Board of Norrbotten is the responsible authority for the northern civil area, which includes Jämtland, Västernorrland, Västerbotten, and Norrbotten counties. The Governor of Norrbotten is the head of the civil area and leads the work with the support of a civil area office. The office, consisting of a head of office and 12 employees, is in a development phase. Our mission involves planning, collaboration, and preparations for heightened readiness, as well as tasks related to peacetime crises.
About the job
The civil area office plays an exciting role in the work of developing civil defense in northern Sweden. We are now looking for an employee who, with a holistic view and good collaboration and planning skills, can contribute to the development of the operations at the civil area office.
You will be part of a team with driven and engaged colleagues, where we share our knowledge and experiences with each other as a way to learn and enhance our collective capability. You will collaborate with other colleagues internally within the agency, as well as external actors at regional, higher regional, and national levels, such as other county administrative boards, colleagues at other civil area offices, national authorities, and the Armed Forces.
The main tasks of the position are:
- Coordinating and driving our work on planning and developing our ability to lead and collaborate during peacetime crises and in preparation for heightened readiness.
- Coordinating and driving our work on processes and methods for reporting and situational awareness.
- Preparing, planning, and coordinating the office's participation in exercises at regional, higher regional, and national levels.
- In collaboration with, among others, the Armed Forces, county administrative boards, sector-responsible authorities, and colleagues at the office, developing contingency planning for civil defense within the civil area.
- Participating in working meetings and networks at the national and higher regional levels to develop civil defense. Sometimes you will be the convener and lead meetings.
- Other tasks within the civil area office, such as referral work, handling cases, etc.
About you
We are looking for someone who has:
- Relevant higher education or other training combined with experience deemed equivalent by the employer.
- Experience in crisis preparedness or total defense in municipalities/municipal companies, regions, state authorities/state-owned companies, or the private sector with related tasks.
- Very good ability to express yourself in spoken and written Swedish.
- Experience in project management, leadership, and coordination of processes, analysis, or investigative work, as you will be working with planning and report writing as part of your daily activities.
As a person, you thrive in an outgoing role where you are used to conducting presentations, leading training sessions, and moving meetings or projects/processes forward. You take initiative and work in a structured manner by planning and executing your work effectively within given or self-imposed deadlines. You instill confidence and are good at working collaboratively with others in a responsive, unpretentious, and flexible manner. You listen, communicate, and resolve conflicts constructively. The work is in constant development, which means you need to have a flexible approach to tasks and working methods and be adaptable. You also have a knack for seeing opportunities in changes. You possess analytical skills and have a broad perspective on issues, understanding connections between areas and actions, the consequences of events, and long-term effects, contributing suggestions for solutions.
We consider it meritorious if you have:
- Experience in handling cases in public operations, considering transparency and confidentiality.
- Experience in collaborating and cooperating with various actors in society.
- Worked within or in collaboration with the Armed Forces.
- Experience in developing organizational structures and exercise-related issues.

Good to know
We use a six-month probationary period.
Our work is primarily conducted on-site at our office in Luleå. Travel may occur.
If you are called for an interview, you may be required to complete a work sample.
Since some positions require security clearance, you may undergo a security review before employment. This includes a security interview and background check. For certain positions, Swedish citizenship is required.
