About the position
As a procurement officer with us, you will have many colleagues. We are organized into two areas where you will primarily work with either the procurement of goods or services (general, IT, and construction). You will have a project-leading and consultative role in the procurements you are responsible for. You will work through the entire procurement process from needs and market analysis to contract design and document management. Your tasks also include managing framework agreements as the contract manager and collaborating with the unit's strategic functions in the follow-ups that occur during the term of the agreements. We are currently undergoing a major development effort where we have set our goals high. We aim to become a leading procurement unit nationally! Examples of tasks:
- independently manage large and complex procurements of goods, services, and construction
- drive, lead, plan, and control procurements throughout the entire procurement process
- work with needs analysis, market analysis, procurement strategy, requirements specifications, prepare tender documents, etc., in close collaboration with relevant stakeholders
- support and guide our buyers in procurement and contract matters
- drive contract negotiations with suppliers
- participate in information and training initiatives for the operations
- procure agreements, framework agreements, and manage orders (renewed competition)
- create strategies for procurements, develop and improve working methods
About the workplace
The procurement unit consists of 24 people, of which we have 15 procurement officers and the rest are various strategic roles. We are part of the Department for Strategic Supply and Development, which also has an extended responsibility for strategic preparedness issues. Our unit is responsible for steering and leading the procurement organization throughout the municipality. This responsibility includes enabling the municipality's operations to make purchases on time, at the right cost and quality. There is strength in size, and therefore we collaborate with other municipalities and municipal companies in Örebro County by conducting coordinated procurements under the leadership of our procurement unit.

Qualifications
In the role of procurement officer, we see that you are business-minded, set high goals, and work to achieve them. You have good analytical skills and work well with complex issues and problem-solving. You plan and organize your tasks realistically and quickly adapt your behavior to new circumstances. The work requires that you have good knowledge of Swedish and that you express yourself well both in writing and verbally, as well as understand complicated linguistic materials and produce your own documents of high quality.
We place great emphasis on personal suitability.
Requirements:
- university education of at least 180 credits in a relevant field or other education and experience in the field that the employer assesses as equivalent
- at least 2 years of experience as a procurement officer in public operations
Meritorious:
Experience in the following:
- independent work with procurements
- public procurement
- procurement within IT
- procurements related to healthcare/social services
- procurements related to finance and general services
- work with e-commerce systems
- work in a category-based procurement organization
