Procurement Officer at Uppsala University

The Department of Economics and Procurement is part of Uppsala University’s central administration.

The department consists of five units. The Procurement and Purchasing Unit is one of these and has 13 employees. We are centrally located in Uppsala in the Segerstedt Building.

We are responsible for all procurement of the university's needs for goods and services above the direct procurement threshold. We also assist the entire university with advice and support in various procurement and purchasing issues by continuously being a sounding board for the operations. We collaborate with other higher education institutions in various joint procurement projects.

The unit also includes the university's central purchasing operations, which provide support for ordering and product inquiries and are also responsible for the university's e-commerce.

We are now looking for a procurement officer for the Procurement and Purchasing Unit.

Job Responsibilities

You will be responsible for planning and conducting procurements of the various goods and services that we as an authority need, both as framework agreements and specific object procurements. Since the university conducts advanced research, procurement of research-related equipment occurs to a relatively large extent.

You will carry out your work based on strategies, guidelines, goals, assignments, and applicable legislation. In your role, you will collaborate with other roles within the unit, such as e-commerce administrators and controllers. In this role, you will also be responsible for project leading reference groups and you will have primary responsibility for follow-ups of the contracts you have procured. Throughout the procurement process, you will collaborate with various competencies within the university, such as environment, security, IT, and law.

Qualifications

We are looking for someone with an education in public procurement or other equivalent education and competencies that the employer deems comparable, such as a university degree in economics and/or law. You have experience in independently conducting procurements of both goods and services according to the Public Procurement Act, and you have a good ability to draft procurement documents in both Swedish and English as the university largely engages in cross-border trade.

In your role as a procurement officer, you work independently but are also part of a larger team, which is why it is important that you have good collaboration skills. You are self-driven, can work on several parallel projects, and are business-minded in your role. You are also attracted by the opportunity to make a difference. Furthermore, you have good analytical skills, are decisive, and trustworthy. Since the work involves many contacts, we see that you are a relationship-building person with strong communication skills and are responsive to the needs of the operations. You also have a good ability to express yourself verbally and in writing in both Swedish and English. Great emphasis will be placed on personal suitability.

Desirable/meritorious

Several years of experience as a procurement officer in the higher education sector or another authority Experience in procuring IT products and services Experience in procuring molecular biology products.
