Description

The municipalities of Mora, Orsa, and Älvdalen have a joint procurement unit that carries out procurement projects based on the needs of the municipalities.

The procurement unit for Mora, Orsa, and Älvdalen is organizationally under the municipal executive administration in Mora municipality. You will be part of a team of 5 procurement officers, a procurement assistant, and a procurement manager.

We work in project form together with experts from the operations. As a category responsible procurement officer, you are responsible for planning, coordinating, and conducting procurements in a businesslike manner. You have project management responsibility for several procurement projects simultaneously and in very close collaboration with the municipalities' operations. The work also includes contract management, disclosure of documents, and advice. The work involves continuous dialogues with contract owners, experts, suppliers, other stakeholders, and networks. You also participate in our ongoing development work with the goal of making even better public procurements. In the unit, we work closely together, helping and supporting each other in daily work, whether we are on-site or working remotely.

Responsibilities

Your tasks will primarily consist of:

  • Planning, coordinating, project managing, and conducting procurements in collaboration with relevant operations.
  • Ensuring the quality of procurement documents based on LOU and case law.
  • Managing contract administration within your category area.
  • Providing advice and support in procurement issues and contract management.
  • Being involved in development issues.

Qualifications

We are looking for someone with a relevant post-secondary education for the position, or alternatively, work experience that the employer assesses as equivalent.

A procurement officer needs good knowledge of procurement law, economics, project management, and market analysis, as well as a good ability to communicate with both internal and external parties.

You have experience in purchasing or procurement work and knowledge of the Public Procurement Act (LOU). You have experience leading projects.

We prefer that you have previously worked in the public sector.

You have good computer and system skills and a very good ability to express yourself in Swedish, both verbally and in writing.

You can manage several parallel projects simultaneously in a structured way, where multiple operations participate, and have an interest in business.
