HR Department's Mission
The mission of the HR department is to deliver operational support and advice to the municipality's managers and operations, drive strategic HR development, and ensure compliance with laws and regulations in the HR area. We develop and support the municipality's operations in areas such as leadership and employee relations, work environment, labor law, wage formation, recruitment, skills supply, pensions, collective agreements, and strategic HR development.
The department consists of engaged and competent employees who together drive and develop work in the HR area, characterized by high engagement, good collaboration, collegial learning, and employees who enjoy working together.
JOB RESPONSIBILITIES
We are now looking for an HR strategist who wants to contribute their experience, engagement, and personal qualities to the long-term development of Kiruna municipality's HR work. This is a new role, and you will have the opportunity to drive and participate in various development processes within strategic HR areas.
As an HR strategist, you have a central and cohesive role in driving the municipality's long-term and strategic HR work. You work independently but also in close collaboration with HR colleagues and managers across all departments. You work strategically related to skills supply, wage processes, and strengthening the HR department's work with follow-up, evaluation, and analysis.
The work is varied, and examples of tasks include:
- Coordinating, planning, and driving development work.
- Evaluating, following up, and analyzing HR measures and activities and developing structures for this.
- Creating governing documents such as policies, guidelines, and routines.
- Developing, managing, and following up on municipality-wide HR strategies.
- Ensuring the connection between operational goals and strategic HR work.
QUALIFICATIONS
- We are looking for someone with a university degree focused on HR, or another university degree that the employer assesses as equivalent.
- Several years of experience in qualified HR work with a strategic focus.
- Experience leading development work within various HR processes.
- Good ability to express yourself verbally and in writing in Swedish.
It is an advantage if you have experience in:
- Working in public administration/politically governed organizations.
- Organizational development.

Furthermore, you have the ability to create and maintain trusting, good relationships with colleagues, managers, union representatives, and other employees. You work effectively with others towards common goals by taking responsibility for your work, making decisions within your assignment, prioritizing, and driving issues forward. You have a good ability to drive development, manage change, and motivate others in change processes. You express yourself clearly, pedagogically, and goal-oriented in both speech and writing. You know how to balance clarity with flexibility in your communication style. Furthermore, you have a professional approach, balancing different interests and considering the best for Kiruna municipality.
