Karlshamn Municipality is now looking for a procurement officer who wants to contribute to efficient and sustainable purchases for the municipality's operations and residents.

As a procurement officer with us, you play an important role in ensuring that the municipality's goods, services, and contracts are procured in accordance with applicable legislation and with a focus on operational benefit, quality, and cost-effectiveness. You work closely with the operations and are a qualified support throughout the purchasing and procurement process.

Responsibilities:
In the role of procurement officer, you will primarily:
- Conduct procurements according to LOU and other applicable regulations
- Develop, manage, and follow up framework agreements and suppliers
- Provide support and advice to the municipality's operations in purchasing and procurement matters
- Identify opportunities for cost-effectiveness and quality improvement
- Drive and participate in projects to develop and improve the municipality's procurement and purchasing processes

Qualifications:
- Relevant higher education in law, purchasing/procurement, economics, or other education deemed equivalent by the employer, or corresponding relevant work experience.
- Good understanding of public administration
- Experience working with procurement or purchasing, preferably in the public sector
- Practical experience in conducting procurements according to LOU
- Experience independently managing procurement processes from needs analysis to contracts and supplier and contract follow-up
- Very good ability to express yourself in Swedish, both orally and in writing
- Good IT skills and experience with digital working methods

Meritorious:
- Several years of experience in procurement within municipalities, regions, or the state
- Experience in framework agreement management and supplier follow-up
- Experience with procurement systems, such as e-Avrop or equivalent
- Experience in project management or process development
- Experience in training or supporting operations in purchasing and procurement matters
- Knowledge in sustainable procurement, innovation, or contract follow-up
- Good knowledge of English

You collaborate constructively with colleagues, operations, and other stakeholders and actively contribute to a professional and solution-oriented working method. You are communicative and pedagogical in your approach and have the ability to explain regulations, requirements, and processes clearly and tailored to the target audience. The role also requires you to be businesslike and have professional integrity, with the ability to make well-founded decisions based on legislation, operational benefit, and cost-effectiveness.
